MINUTES OF THE LAFAYETTE COMMON COUNCIL
January 07, 2013
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday January 07, 2013 at 7:00
p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Meyer called the meeting to order at 7:00 pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Meyer.
Councilman Heide moved to nominate Councilman Campbell as President of the Common Council for the year
2013, Councilman Downing seconded. Councilman Brown moved to close the nominations, Councilwoman
Ahlersmeyer seconded. The motion passed by unanimous voice vote. Thereafter, Councilman Campbell presided
over the meeting.
President Campbell thanked Councilman Meyer for his service during the last year.
Councilwoman Weast-Williamson moved to nominate Councilman Meyer as President Pro-Tem for the year 2013,
Councilman Downing seconded. The motion passed by unanimous voice vote.
The City Clerk stated that there was a quorum present.
Councilman Klinker moved to approve the minutes of December 3, 2012 common council meeting Councilman
Meyer seconded. There were no additions or corrections. Minutes approved by unanimous voice vote.
The Clerk stated there were no Claims, Petitions or Communications.
The Clerk stated the following reports are available in the City Clerk’s Office:

Water Works Department Monthly-November
Water Pollution Control Department Monthly-November
Fleet Maintenance/Motor Vehicle Department Monthly-November
There are no Ordinances for Second Reading.
Ordinances for First Reading:
The Clerk read Ordinance 2013-01 (An Ordinance to Amend the Subdivision Ordinance of Tippecanoe County,
Indiana-USO Amendment # 6) by title only on first and final reading. Councilman Meyer moved for passage,
Councilman Klinker seconded. Ordinance 2013-01 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2013-02 (An Ordinance to Amend the Subdivision Ordinance of Tippecanoe County,
Indiana-USO Amendment # 7) by title only on first and final reading. Councilwoman Weast-Williamson moved for
passage, Councilman Reynolds seconded. Ordinance 2013-02 passed 8-0 on a roll call vote on first and final
reading.
The Clerk read Ordinance 2013-03 (An Ordinance to Vacate a Portion of the Public Way in the City of Lafayette,
Indiana-A Portion of Land in Austin Subdivision off Poland Hill Road-David Murtaugh, Petitioner) by title only on
first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Reid Murtaugh
attorney representing the petitioner spoke regarding the Ordinance. Ordinance 2013-03 passed 8-0 on a roll call vote
on first reading. Councilman Heide moved to set a public Hearing for February 4, 2013 at 7:01pm. Councilman
Klinker seconded.
Resolutions:
The Clerk read Resolution 2013-01 (A Resolution Approving the Detail of the 2013 Water and Wastewater
Department Budgets) by title only on first and final reading. Councilman Meyer moved for passage, Councilwoman
Weast-Williamson seconded. Mayor Roswarski and Controller, Mike Jones presented the budget with a narrative
that was given to the council members at caucus. Resolution 2013-01 passed 8-0 on a roll call vote on first and final
reading.
There were no Reports of Standing Committees:
President Campbell requested Council Members review their Committee Appointments.

Miscellaneous and New Business:
Councilman Klinker moved to reappoint Don Teder and John Thieme Jr. to the Redevelopment Commission for
term of one year, Councilman Meyer seconded. The motion passed by unanimous voice vote.
There were no Reports of Council:
Public Comment: Lloyd Wells, 3717 Rawlings Drive wished Notre Dame a victory tonight.
Earl Stanton, 1013 Elizabeth Street asked about larger toters for Recycling, Mayor Roswarski answered that we
were doing a pilot area in the southern part of Lafayette. Earl Stanton questioned about the savings of fuels and the
use of alternative fuels as well.
Perry Barbee, 3700 Redbud spoke regarding the sanitation process and his new date of pickup. Perry also
commended the water department for their efficient repair of a broken water main in front of his house.
Mike Roush, Sanitation Department responded to Mr. Barbee’s concern of his sanitation pick up and procedure.
Councilman Heide moved to adjourn Councilman Downing seconded. Meeting adjourned at 7:43pm
