MINUTES OF THE LAFAYETTE COMMON COUNCIL March 3, 2014 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday March 3, 2014 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Meyer. Absent: Ahlersmeyer City Clerk Cindy Murray and City Attorney Ed Chosnek were present. The City Clerk stated that there was a quorum present. MINUTES Councilman Campbell moved for approval of the minutes from the February 3, 2014 council meeting Councilman Heide seconded. There were no additions or corrections. The Clerk stated there were no Claims, Petitions or Communications. The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office Monthly-January Fleet Maintenance Department Monthly-January Water Works Department Monthly-January Police Department Monthly-January Water Pollution Control Department Monthly-January and 2013 Annual Report Lafayette Redevelopment Commission-2013 Annual Report There are no Ordinances for Second Reading. Ordinances for First Reading: The Clerk read Amended Ordinance 2014-05 (An Ordinance Amending the Lafayette Municipal Code Pertaining to the Sewer Service and Wastewater Control in the City of Lafayette by Amending Repealing Chapter 6.01. 6.03, and 6.04) by title only on first reading. Councilman Downing moved for passage, Councilman Brown seconded. Brad Talley, Water Pollution Control Superintendent spoke stating this ordinance to update the five year plan for the EPA and changes languages to coincide with EPA language. Mr. Talley also noted that after the first reading the ordinance will have to be tabled until approved by the EPA which historically may take an extended amount of time. Ordinance 2014-05 passed 7-0 on a roll call vote on first reading. Councilman Campbell moved to table at time uncertain Councilman Klinker seconded. The motion passed by unanimous voice vote. The Clerk read Ordinance 2014-06 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indian to Rezone Certain Real Estate, from HB to GB-East Side of Progress Drive, West of I-65, Mark & Mike Forszt, Petitioners) by title only on first and final reading. Councilwoman Weast- Williamson moved for passage, Councilman Campbell seconded. Kevin Riley, attorney for petitioner spoke regarding the ordinance. Ordinance 2014-06 passed 7-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2014-05 (A Resolution Approving a Deduction for Tax Abatement in Economic Revitalization Area (ERA) Subaru of Indiana Automotive Inc. Personal Property Tax Abatement) by title only on first and final reading. Councilman Brown moved for passage, Councilman Downing seconded. Councilman Klinker moved to amend the Resolution to replace the Abatement schedule, Councilman Heide seconded. Amendment passed on voice vote. Resolution 2014-05 passed 6-0 on a roll call vote on first and final reading. Councilman Klinker abstained. Report by the Mayor: Mayor Roswarski presented to the Lafayette Jefferson Girls Bowling Team with a plaque for winning the State Bowling Tournament Miscellaneous or New Business: The following Commission Members need approved for council reappointments: John Henk-Fire Merit Commission (4) four year term, Councilman Campbell moved to approve John Henk for a (4) four year term Councilman Klinker seconded. The motion passed by unanimous voice vote. Brandon Hawkins-Tippecanoe County Library Board for a (4) year term, Councilman Klinker moved to approve Brandon Hawkins to a (4) four year term to the Tippecanoe County Library Board, Councilman Reynolds seconded. The motion passed by unanimous voice vote. Patrick Flannelly, Police Chief gave the following Departmental update:  The Police Annual Report will be out on April 4, 2014  Renovations were made to the Records Division for greater efficiency and productivity  Police Locker room was expanded to 100 lockers  Administrative Services is busy with the hiring process for 9 new officers  A new recruitment video is available on the Police Website at www.lafayette.in.gov/police  Chief encouraged everyone to sign up for www.nextdoor.com a neighborhood awareness website  The dispatch center has more than doubled the calls which will lead to the hiring of 2 new positions There were no Reports of Councilmen. Public Comment: Bill Miller, 8143 SR 25 N spoke in opposition to a proposed stone quarry in the Americus area. Councilman Campbell moved to adjourn, Councilman Heide seconded.
