MINUTES OF THE LAFAYETTE COMMON COUNCIL April 7, 2014 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday April 7, 2014 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Meyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. The City Clerk stated that there was a quorum present. LPD Chief Pat Flannelly presented K-9 Jarca and Officer Ryan French with a plaque. Jarca (K-9) is retiring after 7 years of service with officer French. She will be spending the rest of her days with Officer French and his family. The Clerk stated there were no Claims, Petitions or Communications. The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office Monthly-February Fleet Maintenance Department Monthly-February Water Works Department Monthly-February Police Department Monthly-February Engineering-Public Works Department - Annual Report 2013 Lafayette Fire Department - Annual Report 2013 Water Pollution Control Department- February There are no Ordinances for Second Reading Ordinances for First Reading The Clerk read Amended Ordinance 2014-07 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) Fund #249) by title only on first reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding various street repair and paving projects slated for this summer. Ordinance 2014-07 passed 8-0 on a roll call vote on first reading. Councilman Campbell moved to set a public hearing for Monday, May 5, 2014 at 7:01pm, Councilman Klinker seconded. The motion passed by unanimous voice vote. There are No Resolutions. There were no Reports of Standing Committees: There were no Reports of Special Committees: There was no Report by the Mayor: Miscellaneous or New Business: Andy Milam, IT Director gave the following update: Current Proactive projects that include Fuel island hardware & software refresh, Council Chambers PA equipment refresh, new options added for viewing live meetings via internet, new desktop deployments, UPS battery backup refresh, expanding DR capacity and Fire #9 training center, producing end user educational videos, expanding Main Street Wi-Fi to Columbia Street and expanding Columbian Park Wi- Fi. Other current projects include LPD & LFD Public Safety, Water Plant SCADA upgrade and Tyler Munis project update. IT statistics include 3,300 Service Desk request in 2013 and 1,187 YTD in 2014. There were no Reports by Council. Public Comment: Lloyd Wells 3717 Rawlings Drive, complimented the city for the snow plowing services this winter. Dennis Carson reminded everyone of the grand opening of Matchbox on Friday April 11, 2014 at 11:00am Perry Barbee 3700 Redbud, spoke regarding the departments that were all involved with snow plowing. Shane Weist 2016 Logan Avenue spoke regarding Greenbush cemetery and help was needed. Robert Kelley Eastland Drive spoke regarding drainage in that area and wanted to know what was going on with this project. The mayor responded stating that the numbers and estimates can back very high. Boy Scout Troop #372 members from Christ United Methodist Church were recognized during the meeting. Councilman Campbell moved to adjourn, Councilman Klinker seconded.
