MINUTES OF THE LAFAYETTE COMMON COUNCIL
May 5, 2014
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday May 5, 2014 at
7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Meyer called the meeting to order at 7:00 pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and
Meyer.
City Clerk Cindy Murray and City Attorney Ed Chosnek were present.
The City Clerk stated that there was a quorum present.
Councilman Campbell moved to recess for a public hearing on Ordinance 2014-07 (An Ordinance for
Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) Fun #249, Councilman
Klinker seconded. No public comment was heard. Councilman Campbell moved to reconvene,
Councilman Reynolds seconded. The motion passed by unanimous voice vote.
Councilman Campbell moved to approve the minutes from the April 4, 2014 Council meeting
Councilwoman Weast- Williamson seconded. There were no additions or corrections.
The Clerk stated there were no Claims, Petitions or Communications.
The Clerk stated the following reports are available in the City Clerk’s Office:

Ordinances for Second Reading
The Clerk read Ordinance 2014-07 (An Ordinance for Appropriation of Local Option Highway User Tax
Funds (County Wheel Tax) Fund #249) by title only on second and final reading. Councilman Brown
moved for passage, Councilwoman Ahlersmeyer seconded. Mike Jones, Controller explained the usage of
the funds and what streets were being paved and repaired. Ordinance 2014-07 passed 8-0 on a roll call
vote on second and final reading.
Ordinances for First Reading
The Clerk read Ordinance 2014-08 (An Ordinance Establishing a 3 Feet Safe Passing Distance Between
Motor Vehicles and Bicycles) by title only on first reading. Councilman Heide moved for passage,
Councilman Campbell seconded. Councilman Campbell spoke regarding the ordinance. Margy Deverall,
Community Development gave a brief presentation. Sargent Jay Rosen, coordinator for the Lafayette
Police bike patrol spoke in support of the Ordinance. Aaron Madrid representative of Bicycle Lafayette
spoke in support of the Ordinance and offered to assist with bike education in the community. Ordinance
2014-08 passed 8-0 on a roll call vote on first reading.
Councilwoman Weast- Williamson left the meeting at 7:30 pm.
The Clerk read Ordinance 2014-09 (An Ordinance to Amend the Subdivision Ordinance of Tippecanoe
County, Indiana-USO Amendment #9) by title only on first and final reading. Councilwoman
Ahlersmeyer moved for passage, Councilman Downing seconded. City Attorney Ed Chosnek spoke
regarding the ordinance. Ordinance 2014-09 passed 7-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2014-10 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #81) by title only on first and final reading. Councilman Reynolds
moved for passage, Councilman Klinker seconded. City Attorney Ed Chosnek spoke regarding the
ordinance. Ordinance 2014-10 passed 7-0 on a roll call vote on first and final reading.

Miscellaneous or New Business:
Reports by Council: Councilman Campbell commented on the use of city property with political yard
signs that should not be in the right of ways. He also reminded everyone of the City wide Clean Sweep
project which is scheduled for Saturday May 17th beginning at 9:00 am at Columbian Park
Public Comment:
Ben Alkire, 1621 Columbia spoke regarding the ordinance that pertains to having poultry in city limits.
He is asking the council to revisit and revise the ordinance.
Perry Barbee, 3700 Redbud, wished all the mothers a Happy Mother’s Day and reminded everyone of
Clean Sweep.
Cindy Murray, City Clerk reiterated the details of Clean Sweep and the “Happy” video.
Councilman Campbell moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 7:48
PM.
