MINUTES OF THE LAFAYETTE COMMON COUNCIL September 8, 2014 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday September 8, 2014 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Meyer. 1st Deputy Clerk Mindy Miller and City Attorney Ed Chosnek were present. The City Clerk stated that there was a quorum present. Councilman Campbell moved to approve the minutes of the August 4, 2014 Council Meeting, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice votes. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office Monthly-July and August Fleet Maintenance Department Monthly-July Water Works Department Monthly-July Water Pollution Control Department Monthly-July There are no Ordinances for Second Reading Ordinances for First Reading The Clerk read Ordinance 2014-19 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe, Indiana-UZO #83 Planned Development) by title only on first and final reading. Councilman Downing moved for passage, Councilman Reynolds seconded. Ed Chosnek, City Attorney spoke regarding the ordinance. Ordinance 2014-19 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2014-20 (An Ordinance for An Additional Appropriation of Local Roads & Streets Fund 2014) by title only on first reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the need for additional road work due to the harsh winter, the Mayor also stated there were no Rainy Day Fund moneys used for these added repairs, the funding came from savings through good money management by the city. Ordinance 2014-20 passed 8-0 on a roll call vote on first reading. Mr. Campbell requested the Mayor give an update on the future Sagamore Parkway Project. Mayor Roswarski gave a brief update on several current and upcoming projects. Council discussion ensued The Clerk read Ordinance 2014-21 (An Ordinance to Amend Ordinance 2013-36 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana for the Year 2014, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Campbell moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the constant need for positions to change within the city to meet the needs of the community. Jenny Leshney, City Engineer spoke regarding the changes in her department. Claudine Laufman, Park Superintendent spoke regarding the changes in her department. Ordinance 2014-21 passed 8-0 on a roll call vote on first reading. There are no Resolutions. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor: Miscellaneous or New Business: President Meyer requested a motion to set a Public Hearing for Thursday October 9, 2014 for a public hearing on the 2015 Lafayette City Budget and the 2015 GLPTC Budget. Councilman Klinker made the motion, Councilman Brown seconded. The motion passed by unanimous voice vote. Department Head Update: Dan Crowell, Sanitation/Street Commissioner gave the following update: -Picture slide show of the 4 Lodal Trash Truck wraps that were designed by the Mayor’s Youth Council members. The wraps were donated by Bill DeFouw, Mike Raisor Ford and Best Equipment. -Talked about the employees being dedicated to customer service and that his department is currently working with 5 less employees due to the overtime strain on the budget from the harsh winter. -Spoke regarding the road repairs currently done by his departments -the salt prices this year have increased from $56 per ton to $94 per ton, which he stated frequently happens after a bad winter. Councilman Campbell requested the Clerk to write a letter of accommodation to the Street/Sanitation Department on behalf of the City Council. There were no Reports by Council. Jerimiah Daul, 1823 Main Street, thanked the street/sanitation department for taking good care of the streets. Jerry Paeth, 2219 N 23rd St spoke regarding the city ordinance prohibiting working on vehicles in residential area and asked for clarification on what is allowed. Public Comment: Councilman Campbell moved to adjourn, Councilman Klinker seconded.
