MINUTES OF THE LAFAYETTE COMMON COUNCIL October 27, 2014 SPECIAL MEETING The Common Council of the City of Lafayette, Indiana met in special session on Monday October 27, 2014 at 5:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Meyer. Absent: Reynolds City Clerk Cindy Murray and City Attorney Ed Chosnek were present. The City Clerk stated that there was a quorum present. Ordinances for Second Reading The Clerk read Ordinance 2014-22 (an Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2015) by title only on second and final reading. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Mayor Roswarski stated all salary ordinances included a 2% raise. Ordinance 2014-22 passed 6-1 on a roll call vote on second final reading. Ayes: Klinker, Heide, Campbell, Ahlersmeyer, Weast-Williamson and Downing. Nays: Brown The Clerk read Ordinance 2014-23 (an Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2015, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Ordinance 2014-23 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2014-24 (an Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2015) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Ordinance 2014-24 passed 6-0-1, Councilwoman Weast- Williamson abstained on a roll call vote on second and final reading. Ayes: Klinker, Heide, Campbell, Brown, Ahlersmeyer, and Downing. Abstention: Weast-Williamson The Clerk read Ordinance 2014-25 (Ordinance 2014-25 (2015 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Departments of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2015 and Ending December 31, 2015, Including the Outstanding Claims and Obligations and Fixing a Time When the Same Shall Take Effect) by title only on second and final reading. Councilman Klinker moved for passage, Councilman Campbell seconded. Councilman Campbell moved to amend ordinance with new Exhibit A filed October 27, 2014 with the Clerk’s Office, Councilman Klinker seconded. Mayor Roswarski spoke regarding the amendment which decreased the overall budget increase to 3.6% , Mayor Roswarski noted of the increase 3.05% includes salaries, PERF, Social Security, Police and Fire Pensions and Gas; and all other changes are only 0.57% of the budget. Amendment passed 7-0 on a roll call vote. Amended Ordinance 2014-25 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2014-26 (2015 GLPTC Budget, An Ordinance Appropriating Money for the Greater Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6-1.1-17-20) by title only on first reading. Councilman Campbell moved for passage, Councilman Heide seconded. Ordinance 2014-26 passed 7-0 on a roll call vote on second and final reading. Public Comment: Councilman Campbell moved to adjourn, Councilman Heide seconded. However, in order to proceed efficiently, public comment will be limited to two areas of this meeting. First, there will be an opportunity for public comment on ordinances or resolutions currently before the Council. These comments should be limited to three (3) minutes in length and be germane and relevant to the Ordinance or Resolution. All participants will be required to maintain a high level of civility, respect, and courtesy for everyone present. Any participant, who after being advised, persists in a discourteous or hostile manner which may disrupt the meeting will be asked to leave. At the end of the meeting, time will be reserved for public comment on any issue or concern you may have. Please remember to keep your comments concise and limited to three (3) minutes. Finally, the open comment section is not an opportunity for you to make inappropriate comments about, or personally attack council members or city officials. Again, all participants are required to maintain a high level of civility, respect, and courtesy for everyone present. Any participant, who after being advised, persists in a discourteous or hostile manner which may disrupt the meeting will be asked to leave. This is your opportunity to contribute to the community and assist the council in addressing issues that are important to the City of Lafayette.
