MINUTES OF THE LAFAYETTE COMMON COUNCIL June 1, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday June 1, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Ahlersmeyer called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country.. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Brown, Weast-Williamson, Downing and Ahlersmeyer. Absent: Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Brown moved to approve the minutes of the May 4, 2015 Council Meeting, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Clerk’s Office Monthly-April Water Works Department Monthly- April and 2014 Annual Report Water Pollution Control Department Monthly-April Police Department Monthly-April Fleet Maintenance Department Monthly-March Ordinances for Second Reading: The Clerk read Ordinance 2015-12 (An Ordinance to Amend Ordinance 2014-23, an Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the year 2015, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on second and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke regarding this Ordinance. Ordinance 2015-12 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2015-14 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from NB to R1U-1827 Wilson Street-Chuck Newton, Petitioner) by title only on first and final reading. Councilman Brown moved for passage, Councilman Downing seconded. Ed Chosnek, City Attorney spoke regarding this Ordinance. Ordinance 2015-14 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2015-15 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from R1U to NBU-1205 N. 9th Street and 1210 N. 10th Street, Food Finders Food Bank Petitioner) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Brown seconded. Kevin Riley, Attorney for the petitioner spoke regarding the ordinance. Dan Altepeter spoke in opposition to the project, he has rental property at 1037 Roberts Street. Mr. Altepeter felt it would have a negative effect on the neighborhood. Katy Bunder, Executive Director of Food Finders responded to Mr. Altepeter’s concerns. Mayor Roswarski spoke in support of the ordinance. Ordinance 2015-15 passed 7-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2015-08 (A Resolution to Approve the Lafayette Housing Consortium Home Program and the City of Lafayette Community Development Block Grant Action Plan for 2015) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Aimee Jacobsen, Community Development Director spoke regarding the resolution setting a five year consolidated action plan beginning in 2015 through 2019. The plan allocated Home funds in the amount of $613,236.00 for the first year and CDBG funds of $601,774.00 along with $200,000.00 from previous years for a total of $801,774.00 for the first year. Resolution 2015-08 passed 7-0 on roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor: Miscellaneous or New Business: Rick Hobbs was reappointed to the Civil Service Merit Commission by unanimous voice vote. 2015 Compliance of Statement of Benefits for Tax Abatement President Ahlersmeyer stated the Council will need to review the companies as listed on the Memo from the Redevelopment Commission and then vote on them in groups by voice vote. Dennis Carson, Economic Director reported to Council that Redevelopment Commission found all the tax abatements to be in substantial compliance. The Lafayette City Council found the following business and industries to be in substantial compliance by individual unanimous voice vote. Dale Cook, 3124 Monon Avenue spoke regarding un-kept yards and property he requested more enforcement by the city. Councilman Klinker moved to adjourn, Councilman Heide seconded.
