MINUTES OF THE LAFAYETTE COMMON COUNCIL July 6, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday July 6, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Ahlersmeyer called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country.. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved to approve the minutes of the June 1, 2015 Council Meeting, Councilman Brown seconded. The motion passed by unanimous voice vote. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Water Works Department Monthly-May Water Pollution Control Department Monthly-May Police Department Monthly-May Fleet Maintenance Department Monthly-May There are no Ordinances for Second Reading. Ordinances for First Reading: The Clerk read Ordinance 2015-16 (An Ordinance of the Common Council of the City of Lafayette, Indiana, Economic Development Revenue Bonds in a Maximum Aggregate Principal Amount Not to Exceed Four Million Six Hundred Thousand Dollars ($4,6000,000 ) and Approving and Authorizing Other Actions in Respect Thereto) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Mayor Roswarski spoke regarding the project. Craig Deylen project developer gave a short presentation on the development. Jason Semler, H.J. Umbaugh & Associates spoke regarding the financial piece of the bond for this project. Dennis Otten, of the Bose McKinney & Evans legal team spoke regarding the legal aspect of the bond and approval process. Ordinance 2015-16 passed 8-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2015-09 (A Resolution of the City of Lafayette to Participate in Indiana’s Clean Community Program) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the program. Resolution 2015-09 passed 8-0 on roll call vote on first and final reading. The Clerk read Resolution 2015-10 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application by Stoddard Development LLC for Property Tax Abatement-Stoddard Development LLC) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Dick Stoddard partner and president of Stoddard 307 Corporation spoke regarding the abatement. Resolution 2015-10 passed 8-0 on roll call vote on first and final reading. Councilman Campbell moved to set a public hearing for August 3, 2015 @ 7:01 pm in Council Chambers Councilman Brown seconded. The Clerk read Resolution 2015-11 (A Resolution of the Common Council of the City of Lafayette, Indiana, Approving (1) Resolution No LCR-2015-4 of the Redevelopment Commission, Which Made Certain Amendments to the economic Development Area, and (2) the Order of the Area Plan Commission of Tippecanoe County, Indiana, Indiana Related Thereto ) by title only on first and final reading. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Resolution 2015-11 passed 8-0 on roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor: Miscellaneous or New Business: 2015 Compliance of Statement of Benefits for Tax Abatement Dennis Carson, Economic Director reported on the following industries stating the Redevelopment Commission found all the tax abatements to be in substantial compliance. The Lafayette City Council found the following business and industries to be in substantial compliance by individual unanimous voice vote. Nanshan America Advanced Aluminum (personal property and real estate) Alcoa, Inc. (personal property) Jason Griffin, BF&S, Engineering gave a brief presentation on the Comprehensive Bicycle/Pedestrian Plan. There were no Reports by Council: Public Comment: Antwon Butler, 2715 Chilton spoke regarding a resolution he would like to have council sponsorship for. Aaron Madrid, 1209 Elizabeth St. spoke in support of the proposed Bicycle/Pedestrian Plan. Councilman Campbell moved to adjourn, Councilman Brown seconded.
