MINUTES OF THE LAFAYETTE COMMON COUNCIL August 3, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday August 3, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Pro-tem Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country led by Boy Scout Troop # 310 The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, and Downing Absent: Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilwoman Weast Williamson moved to recess for a public hearing on Resolution 2015-10 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application by Stoddard Development LLC for Property Tax Abatement-Stoddard Development LLC) Councilman Downing seconded. No public comment was heard. Councilwoman Weast-Williamson moved to reconvene the regular meeting. Councilman Downing seconded. The motion passed by unanimous voice vote. Councilwoman Weast-Williamson moved to approve the minutes of the July 6, 2015 Council Meeting, Councilman Downing seconded. The motion passed by unanimous voice vote. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-June Police Department Monthly-June Water Pollution Control Department Monthly-June Water Works Department Monthly-June Ordinances for Second Reading: The Clerk read Ordinance 2015-16 (An Ordinance of the Common Council of the City of Lafayette, Indiana, Economic Development Revenue Bonds in a Maximum Aggregate Principal Amount Not to Exceed Four Million Six Hundred Thousand Dollars ($4,6000,000 ) and Approving and Authorizing Other Actions in Respect Thereto) by title only on second and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Mayor Roswarski spoke regarding the Ordinance. Ordinance 2015-16 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2015-17 (An Ordinance to Amend Ordinance 2014-23, an Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2015, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Brown moved for passage, Councilman Downing seconded. Mayor Roswarski spoke regarding the ordinance and requested the Council suspend the rules to hear the ordinance on second and final reading which allows a change in the organizational chart to move the Marketing Position from the Parks to the Communications and Marketing Department within the city to expedite the development of a more comprehensive marketing plan for Lafayette. Mayor Roswarski stated there was no fiscal impact or new spending involved in this move. Ordinance 2015-17 passed 7-0 on a roll call vote on first reading. President Campbell requested a motion to suspend the rules for second reading, Councilwoman Weast-Williamson moved to suspend the rules, Councilman Brown seconded. The Clerk read Ordinance 2015-18 (An Ordinance to Vacation A Portion of 1st Street and Main Street in the City of Lafayette) by title only on first reading. Councilman Downing moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the ordinance which is for a step in the development of the Old National Bank project and the Riverfront promenade. Ordinance 2015-18 passed 7-0 on a roll call vote on first reading. Councilman Brown moved to set a public hearing for Tuesday September 8, 2015 at 7:01 PM, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. The Clerk read Ordinance 2015-19 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from NB to R1B-Double Down Development, Petitioner) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Dan Teder, attorney for the petitioner spoke regarding the planned development. Ordinance 2015-19 passed 7-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2015-12 (A Resolution Approving the Lafayette Bike and Pedestrian Master Plan) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Nargi seconded. Cindy Murray, City Clerk spoke regarding the Resolution. Discussion ensued. Aaron Madrid, of Bicycle Lafayette thanked the Council for their continued support of the biking community. Resolution 2015-12 passed 7-0 on roll call vote on first and final reading. The Clerk read Resolution 2015-13 (A Resolution Approving a Deduction for Tax Abatement in An Economic Revitalization Area (ERA) Personal Property-LiquidSpring LLC) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Mayor Roswarski spoke in support of the resolution. Dean Bartolone, President Liquid Springs spoke regarding the planned expansion. Resolution 2015-13 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2015-14 (A Resolution Approving a Deduction for Tax Abatement in An Economic Revitalization Area (ERA) Real Estate-LiquidSpring LLC) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Mayor Roswarski spoke in support of the resolution. Councilman Brown seconded. Resolution 2015-14 passed 7-0 on a roll call vote on first and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke in support of the resolution. Richard Stoddard, President 307 Corporation spoke regarding the planned expansion. Resolution 2015-15 passed 7-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. Report by the Mayor: Mayor Roswarski thanked Council for their support. The Mayor also recognized nine year old Haley Grace a young artist for sharing her art exhibit with City Hall. There was no Miscellaneous or New Business. There were no Reports by Council: Public Comment: Perry Brown, 3700 Redbud commended Haley Grace for her art work and reminded everyone of National Night out on Tuesday Night. Councilman Heide moved to adjourn, Councilman Klinker seconded.
