MINUTES OF THE LAFAYETTE COMMON COUNCIL September 8, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday September 8, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Pro-tem Campbell called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved to recess for a public hearing on Ordinance 2015-18 (An Ordinance to Vacation a Portion of 1st Street and Main Street in the City of Lafayette) Councilman Brown seconded. No public comment was heard. Councilman Klinker moved to reconvene the regular meeting, Councilwoman Nargi seconded. The motion passed by unanimous voice vote. Councilman Brown moved to approve the minutes of the August 3, 2015 Council Meeting, Councilman Weast- Williamson seconded. The motion passed by unanimous voice vote. There are no Claims, Petitions or Communications The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-July Water Pollution Control Department Monthly-July Water Works Department Monthly-July Mayor Roswarski presented Ron Strausbaugh with a plaque for his 50 years of service as a charter member of the Lafayette Harrison Kiwanis and thanked him for his service to the community. Mayor Roswarski read the following Proclamation: WHEREAS, Harrison Kiwanis hwas formed and chartered in Lafayette in September, 1965 and this year celebrates its 501 year of existence and service to the children of our  community and therefore we wish to congratulate and celebrate the work of this club in our community. WHEREAS, Harrison Kiwanis Club is a group of volunteers in our community whose mission is to serve the youth of the greater Lafayette area and who follow the motto of changing the world one child and one community at a time. WHEREAS, Throughout its fifty years of service in Greater Lafayette, Harrison Kiwanis has served the children of Cary Home, recognized students in our community's middle schools, raised funds through activities to benefit children's programs within the schools, and other organizations which serve children in the community. WHEREAS, Harrison Kiwanis started an AKtion club in Lafayette over 15 years ago to guide and assist disabled individuals in the joys and benefits of group membership and activities. WHEREAS, Harrison Kiwanis has performed numerous service projects within the Greater Lafayette community during its fifty years of existence through the work of the volunteer men and women who readily share their talents, time and skills. NOW THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim and recognize the service of and express the community's appreciation for the outstanding work of Harrison Kiwanis over the past 50 years. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Ralph Ward, petitioner spoke regarding the ordinance. Ordinance 2015-20 passed 8-0 on a roll call vote on first reading and final reading. The Clerk read Ordinance 2015-21 (An Amendment to Ordinance No 85-12, as Last Amended by Ordinance 2012-32. Concerting Charges for Sewerage Services) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Brad Talley, Water Pollution Control Superintendent, spoke regarding the ordinance. Ordinance 2015-21 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2015-22 (Ordinance to Vacate an Alley in the City of Lafayette, Indiana) by title only on first reading. Councilman Brown moved for passage, Councilman Campbell seconded. Mayor Roswarski spoke in support of the ordinance. Katy Bunder, Food Finders Director spoke regarding the progress for the new facility and informed council, they purchased the only other house on the block to minimize neighborhood disruption. Ordinance 2015-22 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2015-23 (An Amendment to Ordinance No. 2010-11 Establishing A Local Historic Centennial Neighborhood Kemmer Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Reynolds moved for passage, Councilman Heide seconded. Elizabeth Mork, property owner spoke regarding the history of the two homes and shared information about the structures. Ordinance 2015-23 passed 8-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2015-16 (A Resolution of the Lafayette Common Council Approving the Upper Berlowitz Regulated Drain for 2014 Master Plan Report) by title only on first and final reading. Councilman Weast-Williamson moved for passage, Councilman Brown seconded. Bob Foley, Assistant Public Works Director introduced Dave Eichelberger, Christopher B. Burke Engineering who gave a brief presentation to the Council regarding the Upper Berlowitz Regulated Drain project. Resolution 2015-16 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2015-17 (A Resolution Approving a Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Personal Property) Wintek Corporation by title only on first and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Travis Beers, Wintek Co-owner spoke regarding the planned expansion. Resolution 2015-17 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2015-18 (A Resolution Approving a Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Real Estate) Fiber Hotel LLC by title only on first and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Resolution 2015-18 passed 8-0 on a roll call vote on first and final reading. Councilman Downing moved to set a Public Hearing for 2016 City of Lafayette Budget and GLPTC Budgets on October 8 2015, @ 5:00 PM. Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. There were no Reports of Standing Committees. There were no Reports of Special Committees. Report by the Mayor: There was no Miscellaneous or New Business. There were no Reports by Council: Public Comment: Rose Kaczmarowski, 334 S. 26th Street asked for Council support in trying to get INDOT to include Bicycle Paths on the new Teal Road Project. Councilman Campbell moved to adjourn, Councilman Brown seconded.
