MINUTES OF THE LAFAYETTE COMMON COUNCIL
January 4, 2016
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday
January 4, 2016 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette,
Indiana.
President Ahlersmeyer called the meeting to order at 7:00 pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and
Ahlersmeyer.
City Clerk Cindy Murray and 1st Deputy Attorney Jacque Chosnek were present.
Councilman Heide moved to nominate Councilman Campbell as President of the Common
Council for the year 2016, Councilman Downing seconded. Councilman Downing moved to
close the nominations, Councilwoman Weast-Williamson seconded. Motion passed by
unanimous voice vote. Thereafter, Councilman Campbell presided over the meeting.
Councilwoman Weast- Williamson moved to nominate Councilwoman Nargi as President
Pro-Tem for the year 2016, Councilman Ahlersmeyer seconded. Motion passed by
unanimous voice vote.
Mayor Roswarski presented Councilman Ronald B. Campbell with the Marques De Lafayette
Award in honor of his 44 years on the Lafayette City Council.
Councilman Klinker moved to recess for public hearing on Ordinance 2016-36 Councilman
Brown seconded. The Clerk read Ordinance 2016-36 (An Ordinance to Vacation a Portion of the
Public Alley Between Lot 35 and Lot 38 in The Original Plat of The City of Lafayette, Indiana,
for The Year 2016) Jason, Ramsland, Attorney for the petitioner (GLPTC) representative spoke
regarding the ordinance. No other public comment was heard. Councilman Klinker moved to
hear Ordinance 2015-38 for public comment, Councilman Brown seconded. The Clerk read
Ordinance 2015-38 (An Ordinance To Vacate, A Portion Of The Public Right-Of-Way In The
City of Lafayette, Indiana) Kevin Riley, attorney spoke regarding the ordinance. Councilman
Klinker moved to reconvene regular meeting. Councilman Brown seconded. Motion passed by
unanimous voice vote.
Councilwoman Ahlersmeyer moved to approve the minutes of the December 7, 2015 council
meeting. Councilwoman Weast-Williamson seconded. Motion passed 8-0 on a roll vote.

Ordinances for Second Reading:
The Clerk read Ordinance 2015-36 (An Ordinance to Vacation a Portion of the Public Alley
Between Lot 35 and Lot 38 in The Original Plat of The City of Lafayette, Indiana, for The Year
2016) by title only on second reading. Councilwoman Ahlersmeyer moved for passage,
Councilman Downing seconded. Ordinance 2015-36 passed 8-0 on a roll call vote on second and
final reading.
The Clerk read Ordinance 2015-37 (An Ordinance to Amend Ordinance 2015-26-An Ordinance
Fixing The Salaries of The Sworn Protective Occupation and Law Enforcement (POLE)
Members of The Police and Fire Departments of The City of Lafayette, Indiana, For The Year
2016) by title only on second reading. Councilman Heide moved for passage, Councilman
Reynolds seconded. Richard Doyle, Fire Chief spoke regarding the ordinance. Ordinance 2015-
37 passed 8-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2015-38 (An Ordinance To Vacate, A Portion Of The Public Right-
Of-Way In The City of Lafayette, Indiana) by title only on second reading. Councilwoman
Ahlersmeyer moved for passage, Councilman Brown seconded. Ordinance 2015-38 passed 8-0
on a roll call vote on second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2016-01 (An Amendment to Ordinance No. 2010-11 Establishing A
Local Wabash Avenue Historic District In The City of Lafayette, Indiana) by title only on first
reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Jacque
Chosnek, Deputy City Attorney spoke regarding the ordinance. Ordinance 2016-01 passed 8-0
on a roll call vote on first reading.
Resolutions:
The Clerk read Resolution 2016-01 (A Resolution Approving The Detail Of The 2016 Water
And Wastewater Department Budgets. Councilman Brown moved for passage, Councilman
Downing seconded. Mike Jones, Controller gave a short presentation regarding the resolution.
Resolution 2016-01 passed 8-0 on a roll call vote on first and final reading.
There were no Reports of Standing Committees.
There were no Reports of Special Committees.
There was no Report by the Mayor.
Miscellaneous or New Business:
President Campbell moved for approval of the following Board appointments:
Dave Bathe –Economic Development Commission
Jerry Reynolds-Area Plan Commission
Kevin Klinker-Historic Preservation Commission
Don Teder-Redevelopment Commission
John Thieme-Redevelopment Commission
Motion passed by unanimous voice vote.
Reports by Council:
President Campbell requested council members to check their committee assignments and
confirm for 2016.
Public Comment:
Stephan Siquera, 707 South Street expressed the need for a grocery/retail center in the downtown area.
Randy Anderson, 1824 Maple St. asked what is being done about the Feral cat population, he feels like
his neighborhood has a problem that is not being addressed by Animal Control.
Perry Barbee, 3700 Redbud, congratulated Mr. Campbell on his award and suggested people look after
the elderly when it is snowing and shovel their walks.
Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at
7:35 PM
