MINUTES OF THE LAFAYETTE COMMON COUNCIL December 7, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday December 7, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Ahlersmeyer called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved to approve the minutes of the November 2, 2015 Council Meeting. Councilman Brown seconded. The motion passed by unanimous voice vote. Claims, Petitions or Communications: The Clerk noted Resolution 2015-22(A Resolution of the Common Council of the City of Lafayette, Indiana Authorizing the Participation of said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2016 Budget Year, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters. Was received after the filing deadline and requested Council permission to suspend the rules and to add it to the Agenda. Councilman Weast- Williamson moved to suspend the rules and Councilman Downing seconded passed by unanimous voice vote. Councilman Brown moved to add the Resolution to the agenda and Councilman Campbell seconded. The motion passed by unanimous voice vote. The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-October Water Pollution Control Department Monthly-October Water Works Department Monthly-October Ordinances for Second Reading: The Clerk read Ordinance 2015-32 (An Ordinance Setting The Amount of Surety Bonds for Persons Covered Under Indiana Code 5-4-1-18(A)(7), and Authorizing The Purchase of Blanket Bonds, Schedule Bonds and/or Crime Insurances Policies) by title only one second and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. City Controller, Mike Jones spoke regarding the Ordinance 2015-32 passed 8-0 on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2015-36 (An Ordinance to Vacation a Portion of the Public Alley Between Lot 35 and Lot 38 in The Original Plat of The City of Lafayette, Indiana, for The Year 2016) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. City Attorney Ed Chosnek spoke regarding the Ordinance along with John McBride representative for City Bus. Ordinance 2015-36 passed 36 on a roll call vote on first reading. Councilman Campbell moved to set a public hearing on Monday, January 4, 2016 at 7:01 PM Councilman Brown seconded. The motion passed by unanimous voice vote. The Clerk read Ordinance 2015-37 (An Ordinance to Amend Ordinance 2015-26-An Ordinance Fixing The Salaries of The Sworn Protective Occupation and Law Enforcement (POLE) Members of The Police and Fire Departments of The City of Lafayette, Indiana, For The Year 2016) by title only on first reading. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Fire Chief Richard Doyle spoke regarding the Ordinance and answered questions of the Council. Ordinance 2015-37 passed 8-0 on a roll call vote one first reading. The Clerk read Ordinance 2015-38 (An Ordinance To Vacate, A Portion Of The Public Right- Of-Way In The City of Lafayette, Indiana) by title only on first reading. Councilman Reynolds moved for passage, Councilman Klinker seconded. Kevin Riley, attorney for petitioner spoke regarding the vacate 10 feet off of Knight Street for a subdivision. The portion in question has never been improved the Ordinance 2015-38 passed 7-1 on a roll call vote on first reading. Ayes: Heide, Klinker, Nargi, Reynolds, Brown, Weast- Williamson and Downing. Nays: Campbell Councilwoman Weast- Williamson moved to set a public hearing on Monday, January 4, 2016 at 7:02 PM, Councilman Downing seconded. The motion passed by unanimous voice vote. Resolution 2015-22 passed 8-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. There was no Miscellaneous or New Business. There were no Reports by Council. Public Comment: Perry Barbee, 3700 Redbud wished everyone a Merry Christmas. Councilman Campbell moved to adjourn, Councilman Brown seconded.
