MINUTES OF THE LAFAYETTE COMMON COUNCIL November 2, 2015 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday November 2, 2015 at 7:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Ahlersmeyer called the meeting to order at 7:00 pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved to recess for a public hearing on Resolution 2015-21 (A Resolution Approving a Waiver of Noncompliance and Deduction for Tax Abatement In an Economic Revitalization Area (ERA)-Nanshan American Advanced Aluminum Technologies, LLC) Councilman Brown seconded. No public comment was heard. Councilman Downing moved to reconvene the regular meeting, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. Councilman Campbell moved to approve the minutes of the October 5, 2015 Council Meeting and the October 21, 2015 Special Council Meeting, Councilwoman Weast-Williamson seconded. The motion passed by unanimous voice vote. Ordinances for First Reading: The Clerk read Ordinance 2015-32 (An Ordinance Setting The Amount of Surety Bonds for Persons Covered Under Indiana Code 5-4-1-18(A)(7), and Authorizing The Purchase of Blanket Bonds, Schedule Bonds and/or Crime Insurances Policies) Petitioner by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Mike Jones, Controller spoke regarding the ordinance. Ordinance 2015-32 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2015-33 (An Ordinance Amending Chapter 31, Section 31.016 Of the Tippecanoe County Code; Chapter 2.04, Section 2.04.010 Of the Lafayette City Code; Chapter 24, Section 24.22 Of The West Lafayette City Code; Chapter 32 Of Section 32.035 Of The Town Of Dayton Code; and Ordinance No. 39 Of the Town Of Battleground; And Ordinance No. 95.4 Of The Town Of Clarks Hill.) by title only on first reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Ed Chosnek, City Attorney explained this Ordinance was necessary due to West Lafayette becoming a second class city which changes their representation on the Area Plan Commission. Ordinance 2015-33 passed 8-0on a roll call vote on first reading. The Clerk read Ordinance 2015-34 (An Ordinance To Amend The Zoning Ordinance Of Tippecanoe County, Indiana, To Rezone Certain Real Estate From GB to NBU-1802 Schuyler, James Popp, Petitioner) by title only on first reading and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Dan Teder, Attorney for the petitioner spoke regarding the ordinance. Ordinance 2015-34 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2015-35 (An Ordinance To Amend The Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate From R1U to NBU-1103 N 6th Street, Faith Community Development Corporation, Petitioner) by title only on first reading and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Joe Bumbleburg, Attorney for the petitioner spoke regarding the ordinance. Ordinance 2015-35 passed 8-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2015-20 (A Resolution For the 2016 Common Council Calendar of Meetings) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Resolution 2015-20 passed 8-0 on a roll call vote on first and final reading. Miscellaneous or New Business: Adi Ben-Yehoshua, Purdue University gave a brief presentation regarding the McCutcheon High School Robotics Program. There were no Reports by Council. There was no Public Comment. Councilman Campbell moved to adjourn, Councilman Brown seconded.
