MINUTES OF THE LAFAYETTE COMMON COUNCIL OCTOBER 21, 2015 SPECIAL MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Wednesday October 21, 2015 at 5:00 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Ahlersmeyer called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Campbell, Brown, Weast-Williamson, Downing and Ahlersmeyer. City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Ordinances for Second Reading: The Clerk read Ordinance 2015-24 (2016 GLPTC Budget, An Ordinance Appropriating Money for The Greater Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6-1.1-17-20) by title only on second reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Ordinance 2015-24 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2015-25 (An Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2016) by title only on second reading. Councilman Brown moved for passage, Councilman Campbell seconded. Mayor Roswarski spoke regarding the changes to the salary ordinances which include a 3% across the board raise for all employees. Ordinance 2015-25 passed 7-1 on a roll call vote on second and final reading. Ayes: Heide, Klinker, Nargi, Reynolds, Campbell, Weast-Williamson and Downing Nay: Brown The Clerk read Ordinance 2015-26 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2016) by title only on second reading. Councilman Klinker moved for passage, Councilman Heide seconded. Ordinance 2015-26 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2015-27 (An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2016, Excluding the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Department.) by title only on second and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Councilman Campbell moved to amend exhibit A to change Zoo Director Position to PAT V, Councilman Klinker seconded. Amendment passed 8-0 on a roll call vote. Councilman Campbell moved to amend exhibit B to increase Crossing Guard Salary from $36 per day to $37 per day, Councilman Klinker seconded. Amendment passed 8-0 on a roll call vote. Ordinance 2015-27 ad amended passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2015-28 (2016 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Departments of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2016 and Ending December 31, 2016, Including the Outstanding Claims and Obligations and Fixing a time when the same Shall take Effect) by title only on second reading. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Councilman Campbell moved to amend exhibit A, Councilman Klinker seconded. Mike Jones, Controller spoke regarding the budget which includes a 3% raise for all employees along with increased Health insurance rates. Mayor Roswarski spoke regarding the changes to the budget. Amendment passed 8-0 on a roll call vote. Ordinance 2015-28 as amended passed 8-0 on a roll call vote on second and final reading. There was No Public Comment. Councilman Campbell moved to adjourn, Councilman Klinker seconded.
