MINUTES OF THE LAFAYETTE COMMON COUNCIL July 5, 2016 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday July 5, 2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell Absent: Heide City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Klinker moved to approve the minutes of the June 6, 2016 Council Meeting. Councilwoman Nargi seconded. Motion passed by unanimous voice vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Pollution Control Department Monthly-May Water Works Department Monthly-May Fleet Maintenance Department Monthly-May Police Department Monthly –May and Annual 2015 Ordinances for Second Reading: The Clerk read Ordinance 2016-11 (An Ordinance to Amend Amended Ordinance 2015-17 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2016, Excluding the Sworn and Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the ordinance which creates a new position of Assistant Director for the Economic Development and Redevelopment Department. Ordinance 2016-11 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-12 (An Ordinance Concerning Refunding by the City of Lafayette, Indiana of its Sewerage Refunding Revenue Bonds of 2006: Authorizing the Issuance of Sewage Works Refunding Revenue Bond for Such Purpose; Providing for the Collection, Segregation and Distribution of the Revenue of Sewage Works and the Safeguarding of Interests of the Owners of Said Sewage Works Refunding Revenue Bonds; Other Matters Connected Herewith) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mike Jones, Controller spoke regarding the refinancing of this bond and the cost savings for the city. Ordinance 2016-12 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2016-13 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone certain Real Estate from I3 to GB-Carl and Michelle Mullen, Petitioners, 3477 South Street) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Ken Wilson, Realtor and Kevin Riley attorney for petitioner both spoke regarding the rezone. Ordinance 2016-13 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2016-14 (An Ordinance Amending Fees that the City of Lafayette may charge for Computer Reports, Accident Reports, VIN Checks, Law Enforcement Recording and Other Miscellaneous Copies) by title only on first reading. Councilman Klinker moved for passage, Councilman Reynolds seconded. Dave Payne, Deputy Police Chief spoke regarding the state legislation that passed which allows municipalities to raise the fee for videos and body cam recordings. Discussion ensued with the council. Ordinance 2016-14 passed 7-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2016-11 (A Resolution Renewing and Extending the Term of the Lafayette Urban Enterprises Zone) by title only on first and final reading. Councilman Reynolds moved for passage, Councilman Brown seconded. Dennis Carson, Economic Development Director spoke regarding the resolution and gave an explanation for the one year extension. Resolution 2016-11 passed 7-0 on first and final reading. Departmental Update: Dennis Carson Dennis Carson, Economic Development Director, gave a short update on topics that include the mission statement, current staff, TIF districts, business attractions, entrepreneurship, downtown development, land and property development, historic preservation, parking, public art, commissions that there managed by the department, community partners, incentives and tax abatements, and the status of current projects. Mr. Carson stated that this presentation (in full) can be found on the City of Lafayette’s website. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. Miscellaneous or New Business Public Comment: Connie Snyder, 703 Wellington Court expressed concern regarding fireworks and the affects they have on animals and Veterans. Mayor Roswarski responded this is a state law and we have adopted the most restrictive ordinance that we are allowed. Perry Barbee, 3700 Redbud Avenue spoke in support of fireworks and feels like we should be able to use them anytime during the year. Councilman Klinker moved to adjourn, Councilman Reynolds seconded.
