MINUTES OF THE LAFAYETTE COMMON COUNCIL June 6, 2016 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday June 6, 2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilwoman Weast-Williamson moved to approve the minutes of the May 2, 2016 Council Meeting. Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Pollution Control Department Monthly-April Water Works Department Monthly-April Fleet Maintenance Department Monthly-April Police Department Monthly –March and April Ordinances for Second Reading: The Clerk read Ordinance 2016-09 (An Amendment to Ordinance No 85-12, As Last Amended By Ordinance 2015-21, Concerning Charges for Sewerage Services) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Ordinance 2016- 09 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2016-10 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from R1B to NB, 620 N 26th Street, Brian Andrews, Petitioner) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Reynolds seconded. Dan Teder, Attorney for petitioner spoke regarding the rezone. Norbert Fisher 2601 Elizabeth Street spoke in support of the rezoning. Ordinance 2016-10 passed 5-2-1 on a roll call vote on first and final reading. Yay-Klinker, Nargi, Reynolds, Brown, Weast-Williamson Nay- Heide and Downing Abstention- Ahlersmeyer The Clerk read Ordinance 2016-11 (An Ordinance to Amend Amended Ordinance 2015-17 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2016, Excluding the Sworn and Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the ordinance which creates a new position of Assistant Director of Economic Development. Ordinance 2016-11 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2016-12 (An Ordinance Concerning Refunding by the City of Lafayette, Indiana of its Sewerage Refunding Revenue Bonds of 2006: Authorizing the Issuance of Sewage Works Refunding Revenue Bond for Such Purpose; Providing for the Collection, Segregation and Distribution of the Revenue of Sewage Works and the Safeguarding of Interests of the Owners of Said Sewage Works Refunding Revenue Bonds; Other Matters Connected Herewith) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the ordinance. Dennis Otten, Bose, Mckinney and Evans , Legal Counsel spoke regarding the process of getting the bonds refinanced. Michael Amore, Crowe Horwath, Financial Advisor spoke stating the payments dates would be the same with no extension to the bond. Landon Boehm, Piper Jaffray spoke the sensitivity in the Market and the projected refinance time period of September or October. Ordinance 2016-12 passed 8-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2016-07 (A Resolution Approving an Agreement Between City of Lafayette and Local No. 472, Lafayette Fire Fighters AFL-CIO) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke regarding the recent negotiations which resulted in these significant changes; increase payment for specialty positions, a work place performance physical fitness evaluation annually for all firefighters , an increase in longevity pay and a 5 year agreement. Resolution passed 8-0 on a roll call vote on first and final reading The Clerk read Resolution 2016-08 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) –Sanoh America, Inc., Personal Property Tax Abatement) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke regarding resolution. Ron Frisch, Director of Finance for Sanoh America, Inc. spoke about the company, they are a tier 1 supplier for SIA and plan to hire approximately 62 employees using local area residents with a few employees relocating from other facilities. Resolution passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2016-09 (A Resolution in Support of Community Crossing Matching Grant Application) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Jenny Leshney, City Engineer spoke regarding the grant which is from additional funds allocated by the State of Indiana through Indiana Department of Transportation (INDOT) for additional roads and street projects and the process to apply. Mrs. Leshney state the city would need to match the grant, committing One Million Dollars to the additional road and street projects and asked for Council support of that commitment. Discussion ensued. Lloyd Wells, 3717 Rawlings Dr. expressed concern that new road projects would start prior to the completion of current projects. Mayor Roswarski the new projects would work around current projects. Resolution passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2016-10 (A Resolution to Approve the City of Lafayette Community Development Action Block Grant and the Lafayette Housing Consortium Home Program Action Plan for 2016) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Michelle Reynolds, Lafayette Housing Authority spoke regarding the Resolution. Resolution passed 8-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. Miscellaneous or New Business: 2016 Compliance of Statement of Benefits for Tax Abatement President Campbell stated the Council will need to review the companies as listed on the Memo from the Redevelopment Commission and then vote on them in groups by voice vote. Mayor Roswarski reported to Council that Redevelopment Commission found all the tax abatements to be in substantial compliance. The Lafayette City Council found the following business and industries to be in substantial compliance by individual unanimous voice vote. *JAK Partners (Kirby Risk) 2007 for Real Estate *JAK Partners (Kirby Risk) 2012 for Real Estate Doug Mansfield, President of Manufacturing for Kirby Risk, spoke about the downturn his company is experiencing. Councilman Brown moved to find JAK Partners in substantial compliance, Councilwoman Weast- Williamson seconded. Chief Flannelly gave a short update on topics that include Community Outreach & Social Media, Crime Prevention Unit, D.A.R.E Program, Junior Police Academy, Citizen’s Academy, V.I.P.S. Program, Police Training Center, Victim Advocate Program, College Intern Program, Police Take-Home Car Program Expansion, Personnel Turnover/Recruitment, Calls for Service/Communications Center Statistics, Alarm Reduction Effort and how the police force is meeting today’s challenges. Discussion ensued. Kara, Bishop, Communications and Marketing Director invited everyone to the Art at the Park night series and spoke about all the improvements made to the event this year. Public Comment: Lloyd Wells, 3717 Rawlings Dr. spoke regarding the tax abatements and Sagamore businesses. Bill Miller, 8143 Old State Rd 25 N, gave a brief update on the Roger’s group attempt to put a stone quarry on St Rd 25 N. Councilman Heide moved to adjourn, Councilman Klinker seconded.
