MINUTES OF THE LAFAYETTE COMMON COUNCIL October 4, 2016 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Tuesday, October 4, 2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Brown, Weast-Williamson, Downing and Campbell Absent: Reynolds, Ahlersmeyer City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Klinker moved to recess for a public hearing on Resolution 2016-18 (A Resolution Approving A Waiver of Noncompliance and Finding Compliance with Statement of Benefits-James Investments, LLC DBA Lafayette Auto Supply) Councilman Heide seconded. No public comment was heard. Councilman Heide moved to reconvene the regular meeting, Councilman Klinker seconded. Motion passed by unanimous voice vote. Councilwoman Weast-Williamson moved to approve the minutes of the September 6, 2016 Council Meeting. Councilman Downing seconded. Motion passed on a roll call vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Pollution Control Department Monthly-August Water Works Department Monthly-August Fleet Maintenance Department Monthly-August Ordinances for Second Reading: The Clerk read (Ordinance 2016-28 (An Ordinance to Amend Ordinance 2015-25 An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana, for the Year 2016) by title only on second reading. Councilman Brown moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke regarding the Ordinance. Ordinance 2016-28 passed 6-0 on a roll call vote on second and final reading. The Clerk read (Ordinance 2016-29 (An Amendment to Ordinance No 2010-11 Establishing A Local Lingle Heights/535 S 7th Street Historic Districts in the City of Lafayette, Indiana) by title only on second reading. Councilman Downing moved for passage, Councilwoman Nargi seconded. John Collier, Assistant Director Economic Development spoke regarding the Ordinance. Ordinance 2016-29 passed 6- 0 on second and final reading. Ordinance 2016-30 (An Amendment to Ordinance No. 2010-11 Establishing A Local Lingle Heights/512 S. 7th St. Historic Districts in the City of Lafayette, Indiana) by title only on second reading. Councilman Klinker moved for passage, Councilman Heide seconded. John Collier, Assistant Director Economic Development spoke regarding the Ordinance. Ordinance 2016-30 passed 6-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2016-31 (2017 GLPTC Budget An Ordinance Appropriating Money for The Great Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6.1-17-20) by title only on first reading. Councilwoman Weast-Williamson moved for passage, Councilman Brown seconded. Marty Sennett, General Manager Citybus spoke regarding the Ordinance. Ordinance 2016-31 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2016-32 (An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2017, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Downing moved for passage, Councilman Brown seconded. Mike Jones, Controller spoke regarding the budget and salary increases. Mr. Jones noted the budget includes a 3% raise for all civilian employees, with the exception of a few positions included in a market analysis done by the Human Resources Department. Some positions will have 4-5% increases based on that report. Ordinance 2016-32 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2016-33 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Employees of the City of Lafayette, Indiana, for the Year 2017) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke about the importance of staying competitive and keeping with the city’s standards when recruiting and hiring new police and fire department members, therefore he is requesting a 5.1% increase in salaries for the departments. Ordinance 2016-33 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2016-34 (An Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2017) by title only on first reading. Councilman Brown moved for passage, Councilwoman Nargi seconded. Mike Jones, Controller spoke regarding the ordinance which includes a 3% raise for the Councilmember and a 5.5 % increase for the Mayor and City Clerk to keep the positions within the salary grid. Ordinance 2016-34 passed 5-1 on a roll call vote as follows on first reading. Ayes: Heide, Klinker, Nargi, Weast-Williamson, and Downing Nays: Brown The Clerk read Ordinance 2016-35 (2017 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Departments of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2017 and Ending December 31, 2017, Including the Outstanding Claims and Obligations and Fixing A Time When the Same Shall take Effect) by title only on first reading. Councilwoman Weast-Williamson moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the Ordinance and thanked the City team for all their hard work. Ordinance 2016-35 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2016-36 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from NB to R1B, Double Down Development, LLC, Petitioner-SW Corner of Beck Lane and Poland Hill Road) by title only on first and final reading. Ed Chosnek, City Attorney stated the petitioner has requested this Ordinance be postponed until the Nov 7, 2016 meeting. Councilman Brown moved to postpone Ordinance. Councilman Klinker seconded. Ordinance 2016-36 was postponed until the November 7, 2016 meeting. Resolutions: The Clerk read Resolution 2016-17 (A Resolution Approving the “Lincoln Neighborhood Livability Study” Planning Document) by title only on first and final reading. Councilman Heide moved for passage, Councilwoman Weast-Williamson seconded. Kristi Sturtz, Sturtz Public Group Management gave a brief summary of the study requested for a grant process. Resolution 2016-17 passed 6-0 on a roll call vote on first and final reading. Councilman Heide moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke regarding the resolution. Resolution 2016-18 passed 6-0 on a roll call vote on first and final reading. Ed Chosnek, Attorney stated for the record this was a duplicate filing for the resolution for the purpose of a public hearing. There were no Reports of Standing Committees. There were no Reports of Special Committees. There was no Report by the Mayor. No Miscellaneous or New Business. Public Comment: Lloyd Wells, 3717 Rawlings Drive, spoke regarding local construction projects and asked the City to consider longer working hours on projects to lessen the inconvenience to the business owners. Councilman Heide moved to adjourn, Councilman Klinker seconded.
