MINUTES OF THE LAFAYETTE COMMON COUNCIL October 19, 2016 SPECIAL COUNCIL MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Wednesday, October 19, 2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 5:00pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Ahlersmeyer, Weast-Williamson, Downing and Campbell Absent: Brown City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Ordinances for second reading: The Clerk read Ordinance 2016-31 (2017 GLPTC Budget An Ordinance Appropriating Money for The Great Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6.1-17-20) by title only on second and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Ordinance 2016-31 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-32 (An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2017, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on second and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mike Jones, Controller noted the salaries include a 3% raise for all civilian employees, with the exception of a few positions included in a market analysis done by the Human Resources Department. Some positions will have 4-5% increases based on that report. Mr. Jones stated that Exhibit A was amended to change positions at the Parks and Department Heads. Councilman Reynolds moved amend Ordinance 2016-32 with new Exhibit A, Councilwoman Nargi seconded. Amendment passed 7-0 on a roll call vote. Ordinance 2016-32 as amended passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-33 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Employees of the City of Lafayette, Indiana, for the Year 2017) by title only on second reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke about the importance of staying competitive and keeping with the city’s standards when recruiting and hiring new police and fire department members, therefore he is requesting a 5.1% increase in salaries for the departments. Ordinance 2016-33 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-34 (An Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2017) by title only on second reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Mike Jones, Controller spoke regarding the ordinance which includes a 3% raise for the Councilmember and a 5.5 % increase for the Mayor and City Clerk to keep the positions within the salary grid. Ordinance 2016-34 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-35 (2017 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Departments of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2017 and Ending December 31, 2017, Including the Outstanding Claims and Obligations and Fixing A Time When the Same Shall take Effect) by title only on second reading. Councilwoman Ahlersmeyer moved for passage, Councilman Heide seconded. Councilman Klinker moved to amend Ordinance 2016-35 with new Exhibit A. Councilwoman Nargi seconded. Mike Jones, the Controller explained that virtually all of the budget increases were due to salary raises and increased insurance premiums. Some of the bigger non personnel related expenses included an increased ammunition line, due to new side arms for the Police Department and an increase in the debt service and interest expense lines in the EDIT budget as we secured a 5 year loan via the Indiana Bond Bank and US Bank for new SCBA equipment (Self Contained Breathing Apparatus) as they have reached the end of their expected useful life. Amendment passed 7-0 on a roll call vote. Amended Ordinance 2016-35 passed 7-0 on a roll call vote on second and final reading. New Business: President Campbell announced there would be an Ordinance Committee Meeting on November 22, 2016, time to be determined. The purpose of the meeting is to discuss paving of streets and brick streets. Public Comment: There was no public comment. Councilman Heide moved to adjourn, Councilman Klinker seconded.
