MINUTES OF THE LAFAYETTE COMMON COUNCIL
November 7, 2016
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, November 7,
2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Campbell called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and
Campbell
City Clerk Cindy Murray and City Attorney Ed Chosnek were present.
Councilman Klinker moved to approve the minutes of the October 4, 2016 and October 19, 2016 council
Meetings. Councilman Reynolds seconded. Motion passed on a roll call vote.
There were no Claims, Petitions or Communications:
The Clerk stated the following reports are available in the City Clerk’s Office:

There are No Ordinances for Second Reading.
Ordinances for First Reading:
The Clerk read Ordinance 2016-36 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana to Rezone Certain Real Estate from NB to R1B-SW Corner of Beck Lane and Poland
Hill Rd)by title only on first and final reading. Councilman Brown moved for passage, Councilwoman
Ahlersmeyer seconded. Dan Teder, Attorney for the petitioner spoke regarding the Ordinance. Ordinance
2016-36 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2016-37 (An Ordinance To Amend Portion of Chapter 2.17 “City of Lafayette
Responsible Bidder Ordinance”) by title only on first reading. Councilman Downing moved for passage,
Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the Ordinance.
Ordinance 2016-37 passed 8-0 on a roll call vote on first reading.
The Clerk read Ordinance 2016-38 (An Ordinance To Amend The Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #87 Form Based Code New Chapter 7) by title only on first reading.
Councilman Heide moved for passage, Councilman Klinker seconded. Sallie Fahey, Executive Director,
Area Plan Commission spoke regarding the Ordinance. Elizabeth Mork, 644 N. 7th Street and Ken
McCammon, 613 Perrine Avenue both spoke in support of the Ordinance. Ordinance 2016-38 passed 8-0
on a roll call vote on first and final reading.
The Clerk read Ordinance 2016-39 (An Ordinance to Amend Ordinance 2015-26 An Ordinance Fixing
the Salaries of POLE of the City of Lafayette, Indiana for the Year 2016) by title only on first reading.
Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke in
support of the Ordinance. Ordinance 2016-39 passed 8-0 on a roll call vote on first reading.
Resolutions:
The Clerk read Resolution 2016-19 (A Resolution Approving the 2017 Common Council Calendar of
Meetings) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage,
Councilman Brown seconded. Cindy Murray, City Clerk spoke regarding the Resolution. Resolution
2016-19 passed 8-0 on a roll call vote on first and final reading
The Clerk read Resolution 2016-20 (A Resolution of the Common Council if the City of Lafayette,
Indiana Authorizing the Participation of Said City in the Motor Fuel Budgeting Program of Indiana Bond
Bank for the 2017 Budget Year, The Execution of Qualified Entity Reimbursement Agreement in
Connection Therewith and Other Related Matters) by title only on first and final reading. Councilwoman
Weast-Williamson moved for passage and Councilman Downing seconded. Mike Jones, Controller
spoke regarding the Resolution. Resolution 2016-20 passed 8-0 on a roll call vote on first and final
reading.
The Clerk read Resolution 2016-21 (A Resolution of the Common Council of Lafayette Indiana
Establishing A Materiality Policy) by title only on first and final reading. Councilwoman Nargi moved for
passage and Councilman Reynolds seconded. Mike Jones Controller spoke regarding the Resolution.
Resolution 2016-21 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Resolution 2016-22 (A Resolution Adopting Uniform Internal Control Standards in
Accordance With IC 5-11-1-27) by title only on first and final reading. Councilman Reynolds moved for
passage and Councilman Klinker seconded. Mike Jones Controller spoke regarding the Resolution.
Resolution 2016-22 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Resolution 2016-23 (A Resolution Approving The Agreement Between The City of
Lafayette and Lafayette Arman Lodge #49 Fraternal Order of Police) by title only on first and final
reading. Councilman Heide moved for passage and Councilman Reynolds seconded. Mayor Roswarski
spoke regarding the Resolution. Resolution 2016-23 passed 8-0 on a roll call vote on first and final
reading.
Reports of Standing Committees:
President Campbell announced there will be an Ordinance Committee Meeting on Tuesday November 22,
2016 @ 5:30 PM to discuss Brick Streets in the City of Lafayette.
There were no Reports of Special Committees.
There was no Report by the Mayor.
No Miscellaneous or New Business.
Public Comment:
Pearl Speakman 923 S. 22nd Street spoke regarding a law enforcement issue.
Perry Barbee, 3700 Redbud spoke regarding the recent employee raises and encouraged everyone to vote.
Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 7:10 PM
