MINUTES OF THE LAFAYETTE COMMON COUNCIL December 5, 2016 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday December 5, 2016 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Klinker, Nargi, Reynolds, Brown, Ahlersmeyer and Campbell Absent: Heide, Weast-Williamson and Downing City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Klinker moved to approve the minutes of the November 7, 2016 Council Meetings. Councilwoman Nargi seconded. Motion passed on a roll call vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Pollution Control Department Monthly-October Water Works Department Monthly- October Fleet Maintenance Department Monthly- October Police Department Monthly- October Ordinances for Second Reading The Clerk read Ordinance 2016-37 (An Ordinance To Amend Portion of Chapter 2.17 “City of Lafayette Responsible Bidder Ordinance”) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski spoke regarding the Ordinance. Ed Chosnek, City Attorney spoke regarding the ordinance. Ordinance 2016-37 passed 5-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2016-39 (An Ordinance to Amend Ordinance 2015-26 An Ordinance Fixing the Salaries of POLE of the City of Lafayette, Indiana for the Year 2016) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke in support of the Ordinance. Ordinance 2016-39 passed 5-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2016-40 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from R2 U to R3U-422 North 6th St,) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Nargi seconded. Ordinance 2016-40 passed 5-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2016-41 (An Ordinance To Amend The Zoning Ordinance of Tippecanoe County, Indiana- R2U to R3U- 303 S 9th St and 300 Valley Dr. - Scheuman Properties, LLC, Petitioner.) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Ryan Munden, Attorney for the petitioner spoke regarding the Ordinance. Ordinance 2016-41 passed 5-0 on a roll call vote on first and final reading. Resolutions The Clerk read Resolution 2016-24(A Resolution Approving The Agreement Between The City of Lafayette and City of Lafayette Employee Alliance (Representing Water and Wastewater Utilities, Sanitation and Fleet Maintenance Employees) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2016-24 passed 5-0 on a roll call vote on first and final reading. Reports of Standing Committees: President Campbell reported on the Ordinance Committee Meeting regarding Brick Streets, the recommendation was to turn the information over to the City Attorney’s office to prepare an Ordinance for the Council to take under consideration. There were no Reports of Special Committees. There was no Report by the Mayor. Miscellaneous or New Business: Department Head Update-Purchasing Department Rick Morrissey, Purchasing Manager, gave the following update: Bid Requests: Required for any purchases to be in excess of $150,000 We have been soliciting sealed bids with Tippecanoe County Government since 2005. Those bids include GSLS+RM, Asphalt product and Road Salt. The JPB has approved to include the Towns of Battle Ground, Shadeland and the City of West Lafayette. Other bids we solicit for are fuels (contract renewed since 2007) and Sodium Bisulfite & Sodium Hypochlorite (have invited West Lafayette for the past several years) and also Hydrochloric Acid. Requests for Quotes: Required for purchases between $50,000 & $150,000 Those items we solicit for quotes include Fleet Maintenance Supplies, City-Wide Mowing, Reservoir Mowing, Ordinance Violations Mowings, Traffic Paints and Sundry items (done with West Lafayette) and Non-Hazardous Waste Hauling (WPCD). Administrator for the following programs: P-Card program through JP Morgan Chase supported by use of 56 cards throughout our departments. Approve online orders through 5 vendor websites. Warehouse Management Manage the function of the total operation. This includes ordering in inventory, inventory control and all deliveries to our various departments. As of 11/14/2016 149 incoming deliveries have been received from various vendors and a total of 419 deliveries have been made to departments. Natural Gas Supply Public Comment: Jason Williams, 122 S 30th Street expressed concern regarding an issue with the Lafayette Police Department. Perry Barbee, 3700 Redbud Avenue encouraged citizens to join the Citizens Academy. Mr. Barbee also praised Cindy Murray, City Clerk and the City for the Great Christmas Parade. Mr. Barbee also wished everyone a Merry Christmas. Councilman Reynolds moved to adjourn, Councilman Klinker seconded.
