MINUTES OF THE LAFAYETTE COMMON COUNCIL
March 6, 2017
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, March 6, 2017
at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Nargi called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Nargi
Absent: Reynolds
City Clerk Cindy Murray and City Attorney Ed Chosnek were present.
Councilman Campbell moved to approve the minutes of the February 6, 2017 Council Meeting.
Councilman Klinker seconded. Motion passed on a roll call vote.

The Clerk stated the following reports are available in the City Clerk’s Office:
Water Pollution Control Department Monthly-January and 2016 Annual Report

Ordinances for Second Reading
The Clerk read Ordinance 2017-07 (An Ordinance To Add New Section 7.06.360 And Amend Section
7.06.990 To Prohibit Parking Outside On Street Parking Space Markings) by title only on second and
final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Steve
Klink, 400 S. 7th Street spoke in opposition and asked the city to further study the parking ordinance.
Ordinance 2017-07 passed 7-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2017-10 (An Ordinance to Transfer Money from General Fund to Rainy Day
Fund) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage.
Councilwoman Weast-Williamson seconded. Mike Jones, Controller spoke regarding the Ordinance.
Ordinance 2017-10 passed 7-0 on a roll call vote on second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2017-11 (An Ordinance to Amend The Lafayette Municipal Code to Add New
Section 8.01.370-Preservation of Brick Streets) by title only on first reading. Councilman Campbell
moved for passage, Councilwoman Ahlersmeyer seconded. Councilman Campbell moved to table the
Ordinance until time certain April 3, 2017 meeting. A roll call vote was taken to pass tabling this
Ordinance to April 3, 2017. Council Ordinance Committee will meet to discuss amendments to Ordinance
2017-11 on March 22, 2017 at 5:00 PM in the City Council Chambers.
The Clerk read Ordinance 2017-12 (Ordinance of the Common Council of the City of Lafayette, Indiana,
Approving and Authorizing a Payment in Lieu of Taxes (“PILOT”) Agreement with Glasswater, Creek of
Lafayette, LLC for Glasswater Creek of Lafayette) by title only on first reading. Councilman Downing
moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the
Ordinance. Ed Chosnek, City Attorney spoke regarding the “PILOT” agreement. Ordinance 2017-12
passed 7-0 on first reading.
The Clerk read Ordinance 2017-13 (An Ordinance of the Common Council of the City of Lafayette,
Indiana, Authorizing the Issuance of Economic Development Revenue Bonds in One (1) or More Series
in Aggregate Principal Amount Not to Exceed Eighteen Million Six Hundred Thousand and 00/100
Dollars ($18,600,000.00) and Approving And Authorizing Other Actions in Respect Thereto) by title
only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Tenley
Drescher-Rhoades, Bond Counsel for the project spoke regarding the Ordinance. Ordinance passed 7-0 on
a roll call vote on first reading.

There was no Miscellaneous or New Business
No Report by the Mayor.
No Reports of Council.
Public Comment:
John Barton, 1601 Sherwood Drive, spoke regarding parking concerns and delayed 911 calls to his
address. Patrick Flannelly, Police Chief shared that he would investigate the delay.
Councilman Campbell moved to adjourn, Councilman Heide seconded. Meeting was adjourned at
7:13PM
