MINUTES OF THE LAFAYETTE COMMON COUNCIL
April 3, 2017
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, April 3, 2017
at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Nargi called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Campbell, Reynolds, Brown, Weast-Williamson, Downing and Nargi
Absent: Klinker and Ahlersmeyer
City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present.
Councilman Campbell moved to approve the minutes of the March 6, 2017 Council Meeting.
Councilman Reynolds seconded. Motion passed on a roll call vote.

Ordinances for Second Reading
The Clerk read Ordinance 2017-12 (Ordinance of the Common Council of the City of Lafayette, Indiana,
Approving and Authorizing a Payment in Lieu of Taxes (“PILOT”) Agreement with Glasswater, Creek of
Lafayette, LLC for Glasswater Creek of Lafayette) by title only on second and final reading. Councilman
Brown moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke
regarding the Ordinance. Ordinance 2017-12 passed 6-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2017-13 (An Ordinance of the Common Council of the City of Lafayette,
Indiana, Authorizing the Issuance of Economic Development Revenue Bonds in One (1) or More Series
in Aggregate Principal Amount Not to Exceed Eighteen Million Six Hundred Thousand and 00/100
Dollars ($18,600,000.00) and Approving And Authorizing Other Actions in Respect Thereto) by title
only on second and final reading. Councilman Heide moved for passage, Councilman Reynolds seconded.
Jacque Chosnek, Deputy City Attorney spoke regarding the Ordinance. Ordinance 2017-13 passed 6-0 on
a roll call vote on second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2017-11 (An Ordinance to Amend The Lafayette Municipal Code to Add New
Section 8.01.370-Preservation of Brick Streets) by title only on first reading. Councilman Campbell
moved for passage, Councilman Brown seconded. Councilman Campbell moved to amend Ordinance
2017-11 in its entirety, Councilman Reynolds seconded. Councilman Campbell spoke regarding the
Ordinance Committee Meeting and changes that were made to the Ordinance. Peter Urcuioli, read a letter
regarding the Brick Streets from Ken Jones. Amended Ordinance 2017-11 passed 6-0 on a roll vote.
The Clerk read Ordinance 2017-14 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #89) by title only on first and final reading, Councilman Brown
moved for passage, Councilwoman Weast-Williamson seconded. Jacque Chosnek, Deputy City Attorney
spoke regarding the Ordinance. Ordinance 2017-14 passed 6-0 a on roll call vote on first and final
reading.
The Clerk read Ordinance 2017-15 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #90) by title only on first and final reading, Councilwoman Weast-
Williamson moved for passage, Councilman Downing seconded. Ordinance 2017-15 passed 6-0 on a roll
call vote on first and final reading.
The Clerk read Ordinance 2017-16 (An Ordinance of The Lafayette Common Council Approving the City
of Lafayette’s Participation in the State of Indiana Public Employee Deferred Compensation Plan) by title
only on first reading, Councilman Campbell moved for passage, Councilman Reynolds seconded. Mayor
Roswarski spoke regarding the Ordinance. Ordinance 2017-16 passed 6-0 on a roll call vote first reading.
Resolutions
The Clerk read Resolution 2017-06 (A Resolution Approving a Deduction for Tax Abatement in an
Economic Revitalization Area (ERA)-Heartland Automotive, Personal Property Tax Abatement) by title
only on first and final reading, Councilman Brown moved for passage, Councilwoman Weast-Williamson
seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2017-06 passed 6-0 on a roll call
on first and final reading

There were no Reports of Special Committees.
Miscellaneous or New Business
Dennis Carson, Economic Development Director presented the Compliance With Statement of Benefits
for Tax Abatement –Stoddard Development, LLC. Councilwoman Weast-Williamson moved to find
Stoddard Development LLC in compliance, Councilman Downing seconded. Motion passed 6-0 on a roll
call vote.
Report by the Mayor:
Mayor Roswarski informed Council of the recent passing of Mike Koning, a longtime volunteer with the
City of Lafayette who worked countless hours to eradicate graffiti throughout the City and asked
everyone to keep his family in their thoughts and prayers.
Reports of Council:
Councilman Campbell asked if here was anything that could be done to speed up the process of issuing
fines and getting unsightly properties cleaned up. Mayor Roswarski responded that due to the legal
process we are required to give citizens at least 10 days to address the issues. Mayor Roswarski also noted
that there is are Building Inspectors who walk targeted neighborhoods to inspect homes for BOCA code
violations.
There was no Public Comment.
Councilman Campbell moved to adjourn, Councilman Reynolds seconded. Meeting was adjourned at
7:05PM
