MINUTES OF THE LAFAYETTE COMMON COUNCIL
May 1, 2017
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, May 1, 2017 at
6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Nargi called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Campbell, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and
Nargi
City Clerk Cindy Murray and City Attorney Ed Chosnek were present.
Councilman Campbell moved to approve the minutes of the April 3, 2017 Council Meeting,
Councilwoman Weast-Williamson seconded. Motion passed on a roll call vote.
Claims, Petitions or Communications:
The Clerk informed Council that a letter had been received from citizen Gary Wolfelt and they were all
given a copy.
The Clerk stated the following reports are available in the City Clerk’s Office:
Fleet Maintenance Department Monthly-March
Water Pollution Control Department Monthly-March
Water Works Department Monthly-March
Ordinances for Second Reading:
The Clerk read Amended Ordinance 2017-11 (An Amended Ordinance to Amend The Lafayette
Municipal Code to Add New Section 8.01.370-Preservation of Brick Streets) by title only on second and
final reading. Councilman Heide moved for passage, Councilman Klinker seconded. Amended
Ordinance 2017-11 passed 8-0 on a roll vote on second and final reading.
The Clerk read Ordinance 2017-16 (An Ordinance of The Lafayette Common Council Approving the City
of Lafayette’s Participation in the State of Indiana Public Employee Deferred Compensation Plan) by title
only on second and final reading, Councilman Brown moved for passage, Councilwoman Ahlersmeyer
seconded. Kate Murray, Assistant Director, Human Resources spoke regarding the Ordinance. Ordinance
2017-16 passed 8-0 on a roll call vote second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2017-17 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana-UZO Amendment #91) by title only on first and final reading. Councilwoman Weast-
Williamson moved for passage, Councilman Downing seconded. Ed Chosnek, City Attorney spoke
regarding the Ordinance. Ordinance 2017-17 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2017-18 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana To Rezone Certain Real Estate from NB to GB, 3 N Earl Avenue, Mar Jean Village LLC,
Petitioner) by title only on first and final reading. Councilman Campbell moved for passage, Councilman
Reynolds seconded. Dan Teder, Attorney for the Petitioner spoke regarding the Ordinance. Ordinance
2017-18 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2017-19 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana To Rezone Certain Real Estate from NB to R1B, SW Corner of Beck Lane and
Limestone Lane-Golden Paws Investments LLC, Petitioner) by title only on first and final reading.
Councilman Klinker moved for passage, Councilman Heide seconded. Dan Teder, Attorney for the
Petitioner spoke regarding the Ordinance. Ordinance 2017-19 passed 8-0 on a roll call vote on first and
final reading.
The Clerk read Ordinance 2017-20 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana To Rezone Certain Real Estate from I3 to GB, 301 Sagamore Parkway South-Agueda
Gaeta, Petitioner) by title only on first and final reading. Councilman Brown moved for passage,
Councilwoman Ahlersmeyer seconded. Agueda Gaeta, Petitioner spoke regarding the Ordinance.
Ordinance 2017-20 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2017-21 (An Ordinance Creating A Lafayette Bicycle and Pedestrian Citizen
Advisory Committee) by title only on first reading. Councilwoman Weast-Williamson moved for
passage, Councilman Downing seconded. Margy Deverall, Economic Development spoke regarding the
Ordinance. Ordinance 2027-21 passed 8-0 on a roll call vote on first reading.
Resolutions
The Clerk read Resolution 2017-07 (A Resolution Establishing A Complete Streets Policy For the City of
Lafayette) by title only on first and final reading. Councilman Campbell moved for passage, Councilman
Reynolds seconded. Margy Deverall, Economic Development spoke regarding the Resolution. Resolution
2017-07 passed 8-0 on a roll call vote on first and final reading.
The Clerk read Resolution 2017-08 (A Resolution Declaring The Designation of Certain Real Estate As
An Economic Revitalization Area (ERA)-Lafayette Bank & Trust as Trustee For Edith Flannigan) by title
only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded.
Dennis Carson, Director Economic Development spoke regarding the Resolution. Resolution 2017-08
passed 8-0 on a roll call vote on first and final reading.
Councilman Downing moved to set a Public Hearing for Resolution 2017-08 for June 5, 2017 at 6:31PM
Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote.
The Clerk read Resolution 2017-09 (A Resolution Declaring The Designation of Certain Real Estate As
An Economic Revitalization Area (ERA)-Approving the Application For Tax Abatement –GIO2 LLC,
Real Estate) by title only on first and final reading. Councilman Campbell moved for passage,
Councilman Reynolds seconded. Ed Chosnek, City Attorney stated the Petitioner had requested this
Resolution be tabled to time uncertain. Councilman Campbell moved to approve motion to table,
Councilman Klinker seconded. Resolution 2017-09 was tabled until time uncertain by unanimous voice
vote.
The Clerk read Resolution 2017-10 (A Resolution to Approve the City of Lafayette Community
Development Block Grant And The Lafayette Housing Consortium HOME Program Annual Action Plan
for 2017) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman
Ahlersmeyer seconded. Michelle Reynolds, Director Lafayette Housing Authority spoke regarding the
Resolution. Resolution 2017-10 passed 8-0 on a roll call vote on first and final reading.

There were no Reports of Special Committees.
There was no Miscellaneous or New Business.

Public Comment:
Rose Kaczmarowski, 334 S 26th Street, Member of Bike Lafayette, thanked the Council for passage of
tonight’s Ordinance and Resolution and invited everyone to several events in May celebrating Bike
Month.
Steve Barton, 1601 Sherwood spoke regarding on going violation issues in his neighborhood.
John Barton, 1601 Sherwood spoke regarding on going issues with drainage problems
Perry Barbee, 3700 Redbud invited everyone to participate in the City wide Clean Sweep on Saturday
May 20, 2017. Mr. Barbee also wished all the Mother’s a Happy Mother’s Day.
Councilman Campbell moved to adjourn, Councilman Reynolds seconded. Meeting was adjourned at
7:05PM
