MINUTES OF THE LAFAYETTE COMMON COUNCIL September 5, 2017 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on September 5, 2017 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Brown and Nargi City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell to approve the minutes of the August 7, 2017 Council Meeting, Councilman Brown seconded. Motion passed on a roll call vote. Claims, Petitions or Communications: None The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-July Lafayette Renew Department Monthly-July Water Works Department Monthly-July Police Department-July No Ordinances for Second Reading. Ordinances for First Reading: The Clerk read Ordinance 2017-29 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe, County, Indiana, to Rezone Certain Real Estate from R2 and NB to NBU, 1621 Kossuth Street-Triple R, LLC, Petitioner) by title only on first and final reading. Councilman Reynolds moved for passage, Councilman Brown seconded. Joe Bumbleburg, Attorney for the petitioner spoke regarding the Ordinance. Ordinance 2017-29 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2017-30 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from GB to R3, RealAmerica Development, LLC, Petitioner) by title only on first and final reading. Councilman Campbell moved to withdraw Ordinance 2017-30 from the agenda, Councilman Reynolds seconded. Motion to withdraw passed by unanimous voice vote. The Clerk read Ordinance 2017-31 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) (Fund #2490) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Mike Jones, Controller spoke regarding the Ordinance. Ordinance 2017-31 passed 8-0 on a roll call vote on first reading. Councilman Downing moved to set a public hearing on October 2, 2017 at 6:31pm, Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2017-32 (An Ordinance for Appropriation of Economic Development Income Tax (EDIT) (Fund #2009)) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mike Jones, Controller spoke regarding the Ordinance. Ordinance 2017-32 passed 8-0 on a roll call vote on first reading. Councilman Klinker moved to set a public hearing on October 2, 2017 at 6:32pm, Councilman Campbell seconded. Motion passed by unanimous voice vote. There are No Resolutions Reports of Standing Committees: Councilman Campbell moved to appoint Lon Heide to a 4 year term on the Lafayette Urban Enterprise Board. Motion passed by unanimous voice vote. There were no Reports of Special Committees. Miscellaneous or New Business: Dennis Carson, Economic Development Director, presented the 2017 Compliance of Statement of Benefits for Tax Abatement for Fiber Hotel, Real Estate. Councilman Klinker moved to find in compliance, Councilman Reynolds seconded. Motion passed on a roll call vote 8-0. Councilman Campbell moved to set a Public Hearing for the City of Lafayette 2018 Budget and GLPTC Budget for Thursday, October 5th at 5:00 PM in the Common Council Chamber, Councilman Klinker seconded. There was no Report by the Mayor. There were no Reports of Council Public Comment: Bill Miller, 8143 Old St Rd 25 N gave an update to Council regarding proposed Stone Quarry in Tippecanoe County. Councilman Campbell moved to adjourn, Councilman Klinker seconded.
