MINUTES OF THE LAFAYETTE COMMON COUNCIL August 7, 2017 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on August 7, 2017 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Brown and Nargi City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell to approve the minutes of the July 10, 2017 Council Meeting, Councilwoman Weast-Williamson seconded. Motion passed on a roll call vote. Claims, Petitions or Communications: None The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-June Lafayette Renew Department Monthly-June Water Works Department Monthly-June Police Department-June No Ordinances for Second Reading. Ordinances for First Reading: The Clerk read Ordinance 2017-26 (An Ordinance Amending the Lafayette Municipal Code to Add New Chapter 7.13 Regulation of Traffic in a Residential Complex) by title only on first reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. Pat Flannelly, Police Chief, spoke regarding the purpose of the Ordinance. Ordinance 2017-26 passed 8-0 on a roll call vote on first reading. Councilman Campbell moved to suspend the rules and hear Ordinance 2017-26 on second and final reading. Councilman Downing seconded. Motion passed 8-0 on a roll call vote. Councilman Klinker moved for passage of Ordinance 2017-26 on second and final reading, Councilman Heide seconded. Ordinance 2017-26 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2017-27 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO Amendment #88-Transient Rentals) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. John Thomas, Area Plan Commission spoke regarding the Ordinance. Ordinance 2017-27 passed 7-1 on a roll call vote as follows on first and final reading. Ayes: Heide, Klinker, Reynolds, Campbell, Ahlersmeyer, Weast-Williamson and Downing Nays: Brown The Clerk read Ordinance 2017-28 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from R1 to R1B-204 Walker Lane, Habitat for Humanity of Lafayette, Inc.-Petitioner) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Ryan Munden, Attorney for the petitioner spoke regarding the ordinance and the plan for the area. * The following citizen’s spoke regarding the ordinance. Ordinance 2017-28 passed 7-1 on a roll call vote as follows on first and final reading. Ayes: Heide, Klinker, Reynolds, Campbell, Ahlersmeyer, Weast-Williamson and Downing Nays: Brown *Ann Miller, 2144 Powderhouse Lane spoke in opposition Alpha Spaulding, 2200 Powderhouse Lane spoke in opposition Lugena James, 2504 Kickapoo spoke in opposition Perry Barbee, 3700 Redbud spoke in support Resolutions The Clerk read Resolution 2017-18 (A Resolution to Amend the Comprehensive Plan for Tippecanoe County to include the 2045 Metropolitan Plan) by title only on first and final reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. John Thomas, Area Plan Commission spoke regarding the Resolution. Resolution 2017-18 passed 8-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees There were no Reports of Special Committees. There was no Miscellaneous or New Business: There was no Report by the Mayor. There were no Reports of Council Public Comment: Joann Messing, 1213 S. 3rd Street spoke regarding the need to shorten the allowed dates for having Fireworks within the City Limits. Ed Chosnek, City Attorney responded that the Ordinance is mandated by the State of Indiana and any changes would have to come from a state level. Bill Miller, 8143 Old SR 25 N updated Council on the latest activity with the attempt to have a Stone Quarry in the area of Americus. Councilman Campbell moved to adjourn, Councilman Heide seconded.
