MINUTES OF THE LAFAYETTE COMMON COUNCIL July 10, 2017 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on July 10, 2017 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Klinker, Campbell, Brown, Ahlersmeyer, Weast-Williamson, and Nargi Absent: Heide, Reynolds, Downing City Clerk Cindy Murray and City Attorney Ed Chosnek were present. Councilman Campbell moved to recess for a public hearing on Resolution 2017-12 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Castle Coch I, LLC-Real Estate) , Councilman Klinker seconded. No public comment was heard. Councilman Campbell moved to reconvene the regular meeting, Councilman Klinker seconded. Motion passed by unanimous voice vote. Councilman Brown moved to approve the minutes of the June 5, 2017 Council Meeting, Councilwoman Ahlersmeyer seconded. Motion passed on a roll call vote. Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-May Water Pollution Control Department Monthly-May Water Works Department Monthly-May Police Department-May Economic Development Department 2016 Annual Report No Ordinances for Second Reading Ordinances for First Reading: The Clerk read Ordinance 2017-25 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from NBU, R2U, and I2 to CB- Several Blocks Immediately South of Downtown Lafayette-City of Lafayette, Petitioner) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Dennis Carson, Economic Development Director spoke regarding the Ordinance. Ordinance 2017-25 passed 5-0 on a roll call vote on first and final reading. Resolutions The Clerk read Resolution 2017-14 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA)-Lifesong Brands, Inc.(DBA Copper Moon Coffee LLC)-Personal Property Tax Abatement) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2017-14 passed 5-0 on a roll call vote on first and final reading. The Clerk read Resolution 2017-15 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Real Estate-Lifesong Properties, LLC) by title only on first and final reading. Councilman Campbell moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2017-15 passed 5-0 on a roll call vote on first and final reading. The Clerk read Resolution 2017-16 (A Resolution Confirming the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approval of an Application by for Property Tax Abatement- Castle Coch I, LLC-Real Estate) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2017-16 passed 5-0 on a roll call vote on first and final reading. The Clerk read Resolution 2017-17 (A Resolution Amending the Lafayette Riverfront Development District) by title only on first and final reading. Councilman Klinker moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2017-17 passed 5-0 on a roll call vote on first and final reading. There were no Reports of Standing Committees There were no Reports of Special Committees. Miscellaneous or New Business: There was no Report by the Mayor. Brad Talley, Lafayette Renew formerly Water Pollution Control, Superintendent announced to the Board that Water Pollution Control Department has recently changed its name to Lafayette Renew. Mr. Talley stated that his department went through a re-branding for the treatment plan to accurately show just what the department does on a daily basis. The department is more than just wastewater and stormwater. Mr. Talley stated that the industry trend is to get away from negative words such as ‘pollution’. This re- branding was an internal effort by the employees at Lafayette Renew. There were no Reports of Council There was no Public Comment. Councilman Campbell moved to adjourn, Councilman Klinker seconded.
