MINUTES OF THE LAFAYETTE COMMON COUNCIL
October 18, 2017
SPECIAL MEETING
The Common Council of the City of Lafayette, Indiana met in special session on October 18, 2017 at 5:00
p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Nargi called the meeting to order at 5:00 PM
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and
Nargi
City Clerk Cindy Murray and City Attorney Ed Chosnek were present.
Councilman Campbell moved to approve the minutes of the October 2, 2017 regular Council Meeting and
the October 5, 2017 Public Hearing. Councilman Brown seconded. Motion passed Unanimous voice vote.
Ordinances for Second reading:
The Clerk read Ordinance 2017-37 (An Ordinance Fixing the Salaries of the Appointed Officers and
Employees of The City Of Lafayette, Indiana, For The Year 2018, Excluding The Sworn Protective
Occupation And Law Enforcement Members Of The Police And Fire Departments) by title only on
second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded.
Mayor Roswarski spoke regarding the next three ordinances, stating the final raise will be 3.5% with a
few positions receiving classification changes after some in house position evaluations.
Ordinance 2017-37 passed 8-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2017-38 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation
and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette,
Indiana, For the Year 2018) by title only on second and final reading. Councilwoman Weast-Williamson
moved for passage, Councilman Downing seconded. Ordinance passed 8-0 on a roll call vote on second
and final reading.
The Clerk read Ordinance 2017-39 (An Ordinance Fixing the Salaries of the Elected Officials of the City
of Lafayette, Indiana for the Year 2018) by title only on second and final reading. Councilman Heide
moved for passage, Councilman Klinker seconded.
Ordinance 2017-39 passed 7-1 on a roll call vote as follows on second and final reading.
Ayes: Heide, Klinker, Reynolds, Campbell, Ahlersmeyer, Weast-Williamson and Downing
Nays: Brown
The Clerk read Ordinance 2017-40 (2018 Budget Ordinance –An Ordinance Appropriating Money for the
Purpose of Defraying the Expenses of Several Departments of the City Government of the City of
Lafayette, Indiana For The Fiscal Year Beginning January 1, 2018 and Ending December 31, 2018,
Including the Outstanding Claims and Obligations and Fixing A Time When the Same Shall Take Effect)
by title only on second and final reading. Councilman Campbell moved for passage, Councilman
Reynolds seconded. Mayor Roswarski spoke regarding this Ordinance. Mike Jones, Controller spoke
regarding the final reductions for the 2018 Budget. Mr. Jones stated the final Budget was reduced to
$64, 697,403.00 Ordinance 2017-40 passed 8-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2017-41 (2018 GLPTC Budget-An Ordinance Appropriating Money For The
Great Lafayette Public Transportation Corporation As Required Pursuant To Indiana Code 6-1.1-17-20)
by title only on second and final reading) Councilman Klinker moved for passage, Councilman Heide
seconded. Ordinance 2017-41 passed 8-0 on a roll call vote on first reading.
Miscellaneous and New Business
Councilman Campbell moved appoint Eric Rody to the Police Merit Board, Councilman Reynolds
seconded. Motion passed by unanimous voice vote.
There was no public comment.
Councilman Campbell moved to adjourn the meeting, Councilman Klinker seconded. Meeting was
adjourned at 5:12PM.
