MINUTES OF THE LAFAYETTE COMMON COUNCIL
April 2, 2018
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, April
2, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Campbell called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
The following members were present:
Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing
and Campbell.
1st Deputy City Clerk Mindy Miller and Deputy City Attorney Jacque Chosnek were present
Councilman Heide moved to approve the minutes of the March 5, 2018 council meetings.
Councilman Klinker seconded. Motion passed by unanimous voice vote.

There are No Ordinances for Second Reading
Ordinances for First Reading
The Clerk read Ordinance 2018-07 (An Ordinance Amending Section 2.18.020 of The Lafayette
Municipal Code to Increase the Number of Lafayette Bicycle and Pedestrian Citizen Advisory
Committee Members) by title only on first reading. Councilwoman Nargi moved for passage,
Councilman Reynolds seconded. Mayor Roswarski spoke regarding the need for additional
members. Perry Barbee 3700 Redbud asked what the new total would be. Mayor Roswarski
responded the members would increase from 7 to 11. Ordinance passed 8-0 on a roll call vote on
first reading. Mayor Roswarski requested the Council suspend the rules and call for second
reading on Ordinance 2018-07 so members can be selected and meetings scheduled. Councilman
Reynolds moved to suspend the rules and hear Ordinance 2018-07 on second reading,
Councilwoman Nargi seconded. Motion passed by unanimous voice vote. The Clerk read
Ordinance 2018-07 (An Ordinance Amending Section 2.18.020 of the Lafayette Municipal Code
to Increase the Number of Lafayette Bicycle and Pedestrian Citizen Advisory Committee
Members) by title only on second and final reading. Councilman Reynolds moved for passage,
Councilwoman Nargi seconded. Ordinance 2018-07 passed 8-0 on a roll call vote on second and
final reading.
Resolutions.
The Clerk read Resolution 2018-07 (A Resolution Approving a Deduction for Tax Abatement in
an Economic Revitalization Area (ERA)-TTA Lafayette One., LLC) by title only on first and
final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded.
Mayor Roswarski spoke in support of the abatement and the positive affect it will have on the
community. Randy Lloyd, General Counsel for the Petitioner spoke regarding the building
expansion. Mike Balog, Toyota Tshusho America spoke regarding the planned use of the new
facility. Lloyd Wells, 3700 Rawlings Dr. spoke in support of the abatement. Resolution 2018-07
passed 8-0 on a roll call vote on first and final reading.
The Clerk Resolution 2018-08 (A Resolution Approving The Detail of the 2018 Water and
Wastewater Department Budgets) by title only on first and final reading. Councilman Brown
moved for passage, Councilwoman Ahlersmeyer seconded. Mike Jones, Controller spoke
regarding the Resolution, reminding council the employees of Renew and Water Works received
the same 3.5% pay increase as other departments. Resolution passed 8-0 on a roll call vote on
first and final reading.

Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 6:50 PM
