MINUTES OF THE LAFAYETTE COMMON COUNCIL May 7, 2018 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, May 7, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. The following members were present: Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilwoman Ahlersmeyer moved to approve the minutes of the April 2, 2018 council meetings. Councilman Brown seconded. Motion passed voice vote unanimously. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Lafayette Renew March Monthly Fleet Maintenance March Monthly Water Works March Monthly and 2017 Annual Report Police Department March Monthly No Ordinances for Second Reading Ordinances for First Reading The Clerk read Ordinance 2018-08 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from R2U to NBU-215 Grant Street, Two Bears Properties, LLC-Petitioner) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Chris Shelmon, Attorney for petitioner spoke and presented the Ordinance. Herbert Grader, 1906 Scott Street spoke regarding the Ordinance and was requesting conditions with the purchase, Ed Chosnek responded that the council was unable to add conditions. Ordinance 2018-08 passed 8-0 on a roll call vote on first and final reading. Resolutions The Clerk read Resolution 2018-09 (A Resolution to Approve the City Lafayette Community Development Block Grant and The Lafayette Housing Consortium Home Program Annual Action Plan for 2018) by title only on first and final reading. Councilman Downing moved for passage, Councilman Reynolds seconded. Councilman Downing moved to amend Resolution 2018-09 in its entirety with Amended Resolution 2018-09, Councilwoman Weast-Williamson seconded. Ed Chosnek stated the amendment with the final numbers as discussed in caucus, reviewed and approved by the mayor would need a vote prior to passing the amended Resolution. Amendment passed 8-0 on a roll call vote. Councilwoman Ahlersmeyer moved for passage of Amended Resolution 2018-09 on first and final reading. Councilman Klinker seconded. Michelle Reynolds, Executive Director, Lafayette Housing Authority updated council on allocations for funds and public meetings that were held. Amended Resolution 2018-09 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. There were no Reports of Special Committees. No Reports of Miscellaneous and New Business. Report by the Mayor. No Reports of Council. Public Comment: Lloyd Wells 3717 Rawlings Drive, expressed concerns regarding construction hazards on Sagamore Parkway. Perry Barbee, 3700 Redbud Avenue, encouraged everyone to participate in Clean Sweep on May 19th. Mr. Barbee also reminded everyone to watch for children and bicycles when school is out for the summer and wished all the mothers a Happy Mother’s day. JP Schafer, representative of the Perrin Neighborhood wanted to remind the Council that they are active and have concerns regarding foot traffic near the Howarth Center and vehicle traffic on Perrin Avenue. Councilman Heide moved to adjourn, Councilman Klinker seconded.
