MINUTES OF THE LAFAYETTE COMMON COUNCIL June 4, 2018 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, June 4, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. President Campbell introduced the Lafayette Jefferson Show Choir for singing of the National Anthem. Mayor Roswarski recognized the Lafayette Jefferson High School Show Choir and presented them with a Certificate of Recognition and Congratulations on behalf of the city for their recent State Music Championship, the first in the history of their program. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Downing moved to approve the minutes of the May 7, 2018 council meetings. Councilwoman Ahlersmeyer seconded. Motion passed voice vote unanimously. K. Baldwin, Petitioner.) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Dan Teder, Attorney for petitioner spoke regarding the Ordinance including a commitment indicating the property will not be available for a used car lot. Ordinance 2018-09 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2018-10 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from GB to I1-3824 S. 18th Street, CALL LLC, Petitioner.) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Kyle Dietrich, attorney for the petitioner spoke regarding the Ordinance. Ordinance 2018-10 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2018-11 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from R1 to NB-Corner of South 18th Street and CR 430 S, Across from Wea Ridge Elementary School, Tippecanoe County Public Library, Petitioner) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Chris Shelmon, Attorney for petitioner spoke regarding the Ordinance. Ordinance 2018-11 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2018-12 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO Amendment #93-Bufferyards) by title only on first and final reading. Councilman Downing moved for passage, Councilman Heide seconded. Ed Chosnek, City Attorney spoke regarding the Ordinance. Ordinance 2018-12 passed 8-0 on a roll call vote on first and final reading. Resolutions The Clerk read Resolution 2018-10 (A Resolution Approving a Waiver of Non Compliance subject To Final Public Hearing-Lex Lafayette, LP) by title only on first and final reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the Resolution. Resolution 2018-09 passed 8-0 on a roll call vote on first and final reading. Councilman Klinker moved to set a public hearing on Monday, July 9, 2018 @6:31 PM, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. The Clerk read Resolution 2018-12 (A Resolution Declaring The Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Columbian Park Redevelopment, LLC-Real Estate) by title only on first and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. Mayor Roswarski spoke about the new senior housing project that is proposed for the area of the former Medical Arts building on Ferry Street. Danielle Biberstine, Keller Development updated council on the details of the project. Resolution 2018-11 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2018-12 (A Resolution Declaring The Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Caterpillar Inc.-Real Estate) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the resolution. Eric Newkirk, Corporate Real Estate Manager gave details of the planned expansion for the Lafayette Facility. Bruce Brennen, Operations Manager spoke in production changes. Resolution 2018-12 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. There were no Reports of Special Committees. Miscellaneous and New Business. President Campbell stated the Council will need to review the companies as listed on the Memo from the Redevelopment Commission and then vote on them in groups by voice vote. Dennis Carson, Director Economic Development Department stated all companies have been reviewed and found to be in substantial compliance and recommended them for approval. Perry Barbee, 3700 Redbud Ave thanked the Jeff Choir for their performance. Mr. Barbee also spoke in support of animals at the Market. Councilman Heide moved to adjourn, Councilman Reynolds seconded.
