MINUTES OF THE LAFAYETTE COMMON COUNCIL
July 9, 2018
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, July 9, 2018 at
6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Campbell called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country, led by Boy Scout Troop 337 from
Rossville.
Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Downing and Campbell
Absent: Weast-Williamson
City Clerk Cindy Murray and City Attorney Ed Chosnek were present
Councilman Heide moved to recess for a public hearing on Resolution 2018-10 A Resolution Approving
a Waiver of Non Compliance subject To Final Public Hearing-Lex Lafayette, LP, Councilman Reynolds
seconded. No public comment was heard.
Councilman Klinker moved for public hearing on Resolution 2018-11 A Resolution Declaring the
Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the
Application for Property Tax Abatement-Columbian Park Redevelopment, LLC-Real Estate,
Councilwoman Nargi seconded. No public comment was heard.
Councilman Klinker moved for public hearing on Resolution 2018-12 A Resolution Declaring The
Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the
Application for Property Tax Abatement-Caterpillar Inc.-Real Estate, Councilwoman Nargi seconded. No
public comment was heard.
Councilman Heide moved to reconvene the regular meeting, Councilman Klinker seconded. Motion
passed by unanimous voice vote.
Councilman Brown moved to approve the minutes of the June 4, 2018 council meeting. Councilwoman
Ahlersmeyer seconded. Motion passed roll call vote.

The Clerk read Ordinance 2018-13 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana, To Rezone Certain Real Estate from GB to I1-3824 S. 18th Street, CALL LLC,
Petitioner.) by title only on first and final reading. Councilman Downing moved for passage, Councilman
Heide seconded. Ordinance 2018-13 passed 7-0 on a roll call vote on first and final reading.
The Clerk read Ordinance 2018-14 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana, To Rezone Certain Real Estate from R2 to R3-, Former St Elizabeth School of Nursing,
Brinshore Development, LLC, Petitioner) by title only on first and final reading. Councilman Klinker
moved for passage, Councilwoman Nargi seconded. Sarah Wyant, Attorney for the petitioner spoke
regarding the Ordinance. Peter Levavi, Brinshore Development spoke regarding the plans for the project.
Ordinance 2018-14 passed 7-0on a roll call vote on first and final reading.
Resolutions
The Clerk read Resolution 2018-13 (A Resolution Approving a Waiver of Non Compliance and Finding
Compliance with Statement of Benefits-Lex Lafayette, LP) by title only on first and final reading.
Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Dennis Carson, Economic
Development Director spoke regarding the Resolution. Resolution 2018-13 passed 7-0 on a roll call vote
on first and final reading.
The Clerk read Resolution 2018-14 (A Resolution Confirming The Designation of Certain Real Estate as
an Economic Revitalization Area (ERA) and Approval of an Application by for Property Tax Abatement-
Columbian Park Redevelopment, LLC-Real Estate) by title only on first and final reading. Councilman
Reynolds moved for passage, Councilman Brown seconded. Dennis Carson, Economic Development
Director spoke regarding the Resolution. Resolution 2018-14 passed 7-0 on a roll call vote on first and
final reading.
The Clerk read Resolution 2018-15 (A Resolution Confirming The Designation of Certain Real Estate as
an Economic Revitalization Area (ERA) and Approving the Application by for Property Tax Abatement-
Caterpillar Inc.-Real Estate) by title only on first and final reading. Councilwoman Ahlersmeyer moved
for passage, Councilman Downing seconded. Dennis Carson, Economic Development Director spoke
regarding the Resolution. Resolution 2018-12 passed 7-0 on a roll call vote on first and final reading.
The Clerk read Resolution 2018-16 (A Resolution Approving a Deduction for Tax Abatement in an
Economic Revitalization Area (ERA) Caterpillar Inc.-Personal Property) by title only on first and final
reading. Councilman Downing moved for passage, Councilman Heide seconded Dennis Carson,
Economic Development Director spoke regarding the Resolution. Eric Newkirk, Corporate Real Estate
Manager spoke regarding plans for the investment. Bruce Brennen, Operations Manager spoke regarding
the planned equipment purchases. Resolution 2018-16 passed 7-0 on a roll call vote on first and final
reading.
The Clerk read Resolution 2018-17 (A Resolution Approving The “Columbian Park Neighborhood
Study” Planning Document) by title only on first and final reading. Councilman Reynolds moved for
passage, Councilman Brown seconded. Lauren Bailey, HWC Engineering spoke regarding the
Neighborhood Study required for funding. Danielle Bibersteine, Keller Development spoke regarding the
approval process for funding. Resolution 2018-17 passed 7-0 on a roll call vote on first and final reading.
