MINUTES OF THE LAFAYETTE COMMON COUNCIL October 1, 2018 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, October 1, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Brown moved to recess for a public hearing on Ordinance 2019-17 (An Ordinance for Appropriation for Local Option Highway User Tax Funds (County Wheel Tax) (Fund #2490) Councilwoman Ahlersmeyer seconded. No public comment was heard. Councilwoman Weast- Williamson moved to reconvene the regular meeting, Councilman Downing seconded. Motion passed by unanimous voice vote. Councilman Heide moved to approve the minutes of the September 4, 2018 council meeting. Councilman Klinker seconded. Motion passed by unanimous voice vote. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the planned expansion of Columbian Park. Catherine Fanello, Krieg Devault updated the council on the scheduled sale of the bonds. Greg Balsano, Umbaugh spoke regarding the possible bond rates. Ordinance 2018-16 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2018-17 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) (Fund #2490) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mike Jones, Controller updated council regarding the appropriation of the Wheel Tax Fund in the amount of one million six hundred thousand dollars ($1,600,000.00) and the list of projects to be completed as funding allows. Ordinance 2018-17 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2018-18 (2019 GLPTC Budget, An Ordinance Appropriating Money for the Greater Lafayette Public Transportation Corporation as Required Pursuant to Indiana Code 6.1.1-17-20) by title only on first reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Marty Sennett, General Manager, GLPTC updated the council on Citybus fuel expenses, ridership numbers for 2018 and planned expansions for 2019. Ordinance 2018-18 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2018-19 (2019 Budget Ordinance, An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Department of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019, Including the Outstanding Claims and Obligations and Fixing a Time when the same shall take effect.) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mike Jones, Controller spoke regarding the 2019 budget which includes a 3% raise for all employees and increases to cover medical premiums. The amount of the budget is currently at $70,594,770.00 however cuts will be made. Ordinance 2018-19 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2018-20 (An Ordinance Fixing The Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2019, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Ordinance passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2018-21 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2019) by title only on first reading. Councilman Reynolds moved for passage, Councilman Nargi seconded. Ordinance passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2018-22 (An Ordinance Fixing the Salaries of the Elected Officials of the City of Lafayette, Indiana for the Year 2019) by title only on first reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Perry Barbee. 3700 Redbud Ave. spoke in opposition of the ordinance. Ordinance passed 7-1 on a roll call vote as follows on first reading. Ayes: Heide, Klinker, Nargi, Reynolds, Ahlersmeyer, Weast-Williamson and Downing Nays: Brown Resolutions The Clerk read Resolution 2018-18 (A Resolution of the Lafayette Common Council Approving An Amending Declaratory Resolution and Plan of the Redevelopment Commission and Order of the Tippecanoe County Area Plan Commission) by title only on first and final reading. Councilman Downing moved for passage, Councilwoman Weast-Williamson seconded. Dennis Carson, Economic Development Director spoke regarding new downtown projects that are included with this Resolution. Greg Milakis, Project Developer gave council a brief presentation on the new Star City Crossing Project. Resolution 2018-18 passed 8-0 on first and final reading. The Clerk read Resolution 2018-19 (A Resolution of the Common Council Adopting a Debt Management Policy) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Tim Clary, Deputy Controller spoke regarding the resolution. Resolution 2018-19 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2018-20 (A Resolution A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) –Heartland Automotive, LLC, Personal Property Tax Abatement) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mayor Roswarski spoke in support of the resolution. Ritsuko Abrams, Heartland Automotive updated the council on the plans for increased employment at Heartland Automotive. Resolution 2018-20 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. No Report by the Mayor. Miscellaneous and New Business. Ed Chosnek, City Attorney presented a Zoning Commitment Termination for 620 N 26th Street, Brian Andrews, Petitioner. The motion passed 8-0 on a roll call vote. Dennis Carson, Director Economic Development Department presented the Compliance with Statement of Benefits for Sanoh America, Personal Property and stated these were reviewed by the Redevelopment Commission and found to be in substantial compliance. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Motion passed on a roll call vote 8-0. Reports of Council: Councilwoman Ahlersmeyer stated she had recent complaints from citizens regarding trash receptacles being out after the allowed time. Discussion ensued. Mayor Roswarski and Mr. Chosnek will review the process and see if there are changes that need to be made to the Ordinance. Councilman Brown expressed concern over the recent arrival of rental scooters to the community. Dennis Carson, Economic Development Director stated the city is addressing the issue and working with West Lafayette and Purdue University to have a consistent policy throughout the community. Public Comment: Perry Barbee, 3700 Redbud Ave spoke regarding the trash receptacles and scooter issue in the city. Karen Gray, Perrin Ave neighborhood spoke regarding fireworks and her efforts to have the laws changed at the state level. Councilman Heide moved to adjourn, Councilman Klinker seconded.
