MINUTES OF THE LAFAYETTE COMMON COUNCIL September 4, 2018 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Tuesday, September 4, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present West Lafayette Mayor John Dennis presented Mayor Roswarski with a West Lafayette football jersey to wear during tonight’s Council meeting. The Mayor’s had a friendly wager for a recent West Lafayette/Lafayette Jefferson High School Football game which was won by West Lafayette. Councilman Brown moved to approve the minutes of the August 6, 2018 council meetings. Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works July Monthly Fleet Maintenance July Monthly Police Department July Monthly Lafayette Renew July Monthly No Ordinances for Second Reading Ordinances for First Reading: The Clerk read Ordinance 2018-15 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from NB to R1B-620 N 26th Street, Brian Andrews, Petitioner) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Heide seconded. Ordinance 2018-15 passed 8-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2018-16 (An Ordinance Of the City of Lafayette, Indiana Concerning Park Improvements by The Lafayette Park and Recreation Board Through The Issuance and Sale of Bonds, and Other Matters Connected Therewith) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke regarding the planned improvements to be made at Columbian Park. Julie Bolling, Krieg DeVault stated the Park Board is the issuing body for the Bonds however one of the steps required for final approval includes a Council Ordinance. Jason Semler, H. J. Umbaugh confirmed there would be no financial impact on the City and the tax rate will would remain the same. Ordinance 2018-16 passed 8-0 on a roll call vote on first and reading. The Clerk read Ordinance 2018-17 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax) (Fund #2490) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mike Jones, Controller updated council regarding the appropriation of the Wheel Tax Fund in the amount of one million six hundred thousand dollars ($1,600,000.00) and the list of projects to be completed as funding allows. Ordinance 2018-17 passed 8-0 on a roll call vote on first and reading. Councilman Brown moved to set a public hearing for Ordinance 2018-17 on October 1, 2018 @ 6:31 PM, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. No Resolutions No Reports of Standing Committees. No Reports of Special Committees. No Report by the Mayor. Miscellaneous and New Business. Dennis Carson, Director Economic Development Department presented the Compliance with Statement of Benefits for Arconic including Real Estate and Personal Property and stated these were reviewed by the Redevelopment Commission and found to be in substantial compliance. Councilwoman Weast- Williamson moved for passage, Councilman Downing seconded. Motion passed on a roll call vote 8-0. Councilman Heide moved to set a Public Hearing for the City of Lafayette 2019 Budget and GLPTC Budget for Thursday, October 4, 2018 5:00 PM, Councilman Klinker seconded. Motion passed by unanimous voice vote. No reports of Council. Public Comment: Grant Freeman, 600 block of Perrin Avenue thanked the Lafayette Police Department for their increased presence in their neighborhood. Mr. Freeman also mentioned some of the issues in that have been taken care of and thanked Officer Switzer for attending their recent neighborhood meeting. President Campbell requested the City Clerk to send a letter of thanks to Officer Switzer and Mayor Roswarski on behalf of the Council. Councilwoman Nargi moved to adjourn, Councilman Reynolds seconded. Meeting was adjourned at 6:25 PM.
