MINUTES OF THE LAFAYETTE COMMON COUNCIL November 5, 2018 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, November 5, 2018 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Klinker moved to approve the minutes of the October 1, 2018 and October 24, 2018 council meetings. Councilman Heide seconded. Motion passed by unanimous voice vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works September Monthly Fleet Maintenance September Monthly Police Department September Monthly Lafayette Renew September Monthly No Ordinances for Second Reading Ordinances for First Reading: The Clerk read Ordinance 2018-23 (An Ordinance to Amend Ordinance 2017-37 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2-18, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. Mike Jones, Controller updated council on two corrections on the exhibit of the 2017-37 Salary ordinance. One post in the Parks Department was changed from a Natural Resource Planner to a Project Manager. There was a scrivener’s error on the 3 Systems Operators for the Water Works Department, the total should have been four (4). Councilwoman Nargi moved to amend Ordinance 2018-23 with the corrections, Councilman Reynolds seconded. Amendment passed by unanimous voice vote. Ordinance 2018-23 as amended passed 8-0 on a roll call vote on first reading The Clerk read Ordinance 2018-24 (An Ordinance for Additional Appropriation from Police Education Fund (fund 2320)) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mike Jones, Controller spoke regarding the appropriation that will be used to replace an administrative police car that was destroyed in an accident. Ordinance 2018-24 passed 8-0 on a roll call vote on first reading Councilman Brown moved to set a public hearing for Ordinance 2018-24 on Monday, December 3, 2018 at 6:31 pm, Councilwoman Ahlersmeyer. Motion passed by unanimous voice vote. The Clerk read Ordinance 2018-25 (An Ordinance for Appropriation of Economic Income Tax Funds (EDIT)(Funds #2090)) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke regarding the plan to use EDIT funds to purchase the former Osco’s site on S 24th Street. The site will be used for a parking lot that will be utilized for the Parks Department. Ordinance 2018-25 passed 8-0 on a roll call vote on first reading Councilwoman Ahlersmeyer moved to set a public hearing for Ordinance 2018-25 on Monday, December 3, 2018 at 6:32 pm, Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2018-26 (An Ordinance Amending Certain Sections in Title 10- Animals) by title only on first reading. Councilman Downing moved for passage, Councilman Heide seconded. Ed Chosnek, City Attorney explained the changes to the ordinance. Josh Klumpe, Animal Control Supervisor spoke regarding the ordinance. Council discussion ensued. Ordinance 2018-26 passed 8-0 on a roll call vote on first reading The following citizens spoke in opposition to the ordinance. Sandra Dukes, West Lafayette Laura Huser, 8128 Wolsley Ct, West Lafayette Elizabeth Mork, 644 N 11th St would like to see fostering addressed in the ordinance. Perry Barbee, 3700 Redbud Lloyd Wells, 3717 Rawlings Dr. Sharon Dull, 334 Leslie Ave, West Lafayette spoke in support of the ordinance. Resolutions The Clerk read Resolution 2018-21 (A Resolution of the Common Council of the City of Lafayette, Indiana, Authorizing the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2019 Budget Year, The Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mike Jones, Controller spoke regarding the Resolution. Resolution 2018-21 passed 8- 0 on first and final reading. The Clerk read Resolution 2018-22 (A Resolution Approving the Purchase and Sale Agreement Between Hook-Super, L.L.C. as Seller and City of Lafayette, as Purchaser) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski spoke regarding the resolution which approves the purchase of the former Osco site. Resolution 2018-22 passed 8-0 on a roll call vote on first and final reading. Councilman Brown moved to set a public hearing for Resolution 2018-22 on Monday, December 3, 2018 at 6:33 pm, Councilwoman Ahlersmeyer. Motion passed by unanimous voice vote. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski thanked the council for their involvement in helping to make the Lafayette Metropolitan Statistical Area number two in the Forbes Magazine for business and careers. No Miscellaneous and New Business. No reports of Council. No Public Comment. Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 7:24 PM.
