MINUTES OF THE LAFAYETTE COMMON COUNCIL MARCH 4, 2019 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, March 4, 2019 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell Absent: Reynolds City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Klinker moved to recess for a public hearing on Resolution 2019-03 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving Application for Property Tax Abatement-JAK II Partners, LLP-Kirby Risk Corporation-Real Estate) Councilman Heide seconded. No public comment was heard. Councilman Klinker moved to reconvene the regular meeting. Councilwoman Nargi moved to approve the minutes of the February 4, 2019 council meetings. Councilman Brown seconded. Motion passed by unanimous voice vote. There were no Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Renew Department-Annual Report 2018 Renew Department Monthly-January Fire Department-Annual Report 2018 Fleet Maintenance Monthly-January Police Department Monthly-January Water Works Monthly-January Ordinances for Second Reading The Clerk read Ordinance 2019-04 (An Ordinance to Amend Amended Ordinance 2018-20 Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, For the Year 2019. Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Tim Clary, Controller spoke regarding the ordinance. Ordinance 2019-04 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2019-08 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County Indiana, to Rezone Certain Real Estate from NB to GB-1909 Veterans Memorial Parkway-Market South LLC, Petitioner) by title only on first and final reading. Councilman Downing moved for passage, Councilman Heide seconded. Chris Shelmon, Attorney for the petitioner spoke regarding the Ordinance. Ordinance 2019-08 passed 7-0 on a roll call vote on first reading. The Clerk read Ordinance 2019-09 (An Amendment to Ordinance No 2010-11 Inclusion of Certain Property in the Local Ninth St Hill Historic District in the City of Lafayette-519 S. 9th St) by title only on first and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. John Collier, Economic Development spoke regarding the ordinance. Ordinance 2019-09 passed 7-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2019-04 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-H38 Apartments, LP-Real Estate) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Jeff Ryan, Real America Development gave a detailed report on the H38 Apartments project being co-developed with Area IV Agency. Council discussion ensued. Elva James, Area IV Agency explained several of the programs they will be coordinating on the project. Mayor Roswarski spoke in support of the project. Resolution 2019-04 passed 7-0 on a roll call vote on first and final reading. Councilman Heide moved to set a public hearing for Monday, April 1, 2019 @ 6:30pm, Councilman Downing seconded. Motion passed by unanimous voice vote. The Clerk read Resolution 2019-05 (A Resolution Confirming the Designation of Certain Real Estate as and Economic Revitalization Area (ERA) and Approval of an Application for Property Tax Abatement-JAK II, LLP-Real Estate Entity for Kirby Risk Corporation-Real Estate) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded. Doug Mansfield, President and CEO Kirby Risk, spoke regarding the resolution. Resolution 2019-05 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution 2019-06 (A Resolution Adopting Reporting Metrics for the Lafayette Entrepreneur and Enterprise District (“X” District)) by title only on first and final reading. Councilman Downing moved for passage, Councilman Heide seconded. Dennis Carson, Economic Development spoke regarding the resolution. Resolution 2019-06 passed 7-0 on a roll call on first and final reading No Reports of Standing Committees. No Reports of Special Committees. Miscellaneous and New Business. No Report by the Mayor. Reports of Council: Margy Deverall, Economic Development presented a brief update to the council regarding the Bicycle and Pedestrian Citizen Advisory Committee. There was no Public Comment. Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 7:10 PM.
