MINUTES OF THE LAFAYETTE COMMON COUNCIL
APRIL 1, 2019
REGULAR MEETING
The Common Council of the City of Lafayette, Indiana met in regular session on Monday, April 1, 2019 at 6:30 p.m.
in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana.
President Campbell called the meeting to order at 6:30pm.
The Pledge of Allegiance was given to the flag of our Country.
Present: Heide, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell
Absent: Klinker
City Clerk Cindy Murray and City Attorney Ed Chosnek were present
Councilman Brown moved to recess for a public hearing on Resolution 2019-04 (A Resolution Declaring the
Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving Application for
Property Tax Abatement-H38 East Apartments, LP-Real Estate) Councilwoman Ahlersmeyer seconded. No public
comment was heard. Councilman Downing moved to reconvene the regular meeting.
Councilman Reynolds moved to approve the minutes of the March 4, 2019 council meetings. Councilwoman Nargi
seconded. Motion passed by unanimous voice vote.

Ordinances for Second Reading
The Clerk read Ordinance 2019-09 (An Amendment to Ordinance No 2010-11 Inclusion of Certain Property in the
Local Ninth St Hill Historic District in the City of Lafayette-519 S. 9th St) by title only on second and final reading.
Councilman Heide moved for passage, Councilman Brown seconded. Dennis Carson, Economic Development spoke
regarding the ordinance. Ordinance 2019-09 passed 7-0 on a roll call vote on second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2019-10 (An Ordinance for Appropriation of Park Bond Funds (Fund #3120)) by title
only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilwoman Weast-Williamson seconded.
Tim Clary, Controller spoke regarding the ordinance. Ordinance 2019-10 passed 7-0 on a roll call vote on first
reading.
The Clerk read Ordinance 2019-11 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana,
to Certain Real Estate from NB to R1U-1825 Main Street, Lisa Becker, Petitioner) Councilman Downing moved for
passage, Councilman Heide seconded. Councilman Reynolds spoke regarding the ordinance. Ordinance 2019-11
passed 7-0 on a roll call vote on first and final reading
Resolutions:
The Clerk read Resolution 2019-07 (A Resolution Confirming the Designation of Certain Real Estate as an
Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-H38 Apartments,
LP-Real Estate) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman
Reynolds seconded. Mayor Roswarski spoke in support of the project. Resolution 2019-07 passed 7-0 on a roll call
vote on first and final reading.

Councilman Heide moved to adjourn, Councilman Reynolds seconded. Meeting was adjourned at 6: 40 PM.
