MINUTES OF THE LAFAYETTE COMMON COUNCIL JANUARY 13, 2020 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, January 13, 2020 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing and Campbell City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Heide moved to nominate Councilwoman Nargi as President of the Common Council for the year 2020, Councilman Reynolds seconded. The motion passed by unanimous voice vote. Thereafter, Councilwoman Nargi presided over the meeting. Councilman Downing moved to nominate Councilwoman Weast-Williamson as President Pro- Tem for the year 2020, Councilman Klinker seconded. The motion was passed by unanimous voice vote. Councilman Campbell moved to approve the minutes of the December 2, 2019 council meeting, Councilman Reynolds seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works Department Monthly-November Renew Department Monthly-November Fleet Maintenance Monthly-November Lafayette Police Department Monthly-November There were no Ordinances for Second Reading. Ordinances for First Reading: The Clerk read Ordinance 2020-01 (An Amendment to Ordinance No. 2010-11 Establishing A Local Greenbush Historic District in the City Of Lafayette, Indiana) by title only on first reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. John Collier, Economic Development spoke regarding the Ordinance. Ordinance 2020-01 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2020-02 (An Amendment to Ordinance No. 2010-11 Establishing A Local Perrin/Cason Historic District in the City Of Lafayette, Indiana) by title only on first reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. John Collier, Economic Development spoke regarding the Ordinance. Ordinance 2020-02 passed 8-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2020-01 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Worwag Coatings, LLC-Personal Property) by title only on first and final reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke in support of the Resolution. Mike Gandy, President Worwag Coatings gave council a brief overview of the planned investments and additional employees. Resolution 2020-01 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2020-02 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Worwag Coatings, LLC-Real Estate) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Resolution 2020-02 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2020-03 (A Resolution Approving the Detail of the 2020 Water and Renew (Wastewater) Department Budgets) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Tim Clary, Controller spoke regarding the Resolution. Resolution 2020-03 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. No Report by the Mayor. No Reports by the Council. Miscellaneous or New Business: Councilman Campbell moved to approve the following Council Appointments: Economic Development: Dave Bathe Redevelopment Commission: Don Teder and T.J. Thieme Area Plan Commission: Jerry Reynolds and Perry Brown Historic Preservation Commission: Kevin Klinker Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. Public Comment: Several citizens expressed concern about recent KKK flyers found around the community. The following citizens spoke regarding Councilman Heide moved to adjourn, Councilman Klinker seconded. Meeting was adjourned at 7:05 PM.
