MINUTES OF THE LAFAYETTE COMMON COUNCIL MARCH 2, 2020 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, March 2, 2020 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Campbell called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Nargi Absent: Reynolds. City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Campbell moved to recess for a public hearing on Ordinance 2020-03 (An Ordinance Reestablishing the Cumulative Capital Development Fund) Councilman Brown seconded. No public comment was heard. Councilman Campbell moved to reconvene the regular meeting, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. Councilman Klinker moved to approve the minutes of the February 3, 2020 council meeting, Councilman Heide seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works Department Monthly-January Renew Department Monthly-January Fleet Maintenance Monthly-January Lafayette Police Department Monthly-January Lafayette Renew Department 2019 Annual Report Lafayette Fire Department 2019 Annual Report Ordinances for Second Reading. The Clerk read Ordinance 2020-03 (An Ordinance Reestablishing the Cumulative Capital Development Fund) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski spoke regarding the Ordinance. Ordinance 2020-03 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2020-06 (An Ordinance Regulating Personal Electric or Powered Vehicles. Development Fund) by title only on second and final reading. Councilwoman Weast-Williamson moved for passage, Councilman Downing seconded. Ordinance 2020-06 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2020-07 (An Ordinance Authorizing the City of Lafayette to Issue its Taxable Economic Development Subordinate Revenue Bonds (Nova Tower Project) and Authorizing and Approving Other Actions in Connection Therewith) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke in support of the ordinance. Ordinance 2020-07 passed 7-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2020-08 (An Ordinance to Amend Ordinance 2019-29 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana for the Year 2020, Excluding the Sworn Protective Occupation and Law Enforcement Officers Members of the Police and Fire Departments) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Mayor Roswarski shared the ordinance was for restructuring the Marketing Coordinator position to Director Marketing and Communications. The Mayor requested the Council suspend the rules and pass this ordinance on second reading. Ordinance 2020-08 passed 7-0 on a roll call vote on first reading. Councilwoman Ahlersmeyer moved to suspend the rules and hear Ordinance 2020-08 on second and final reading, Councilwoman Weast-Williamson seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2020-09 (A SPECIAL ORDINANCE Authorizing the City of Lafayette to Issue Up to $8,000,000 Bonds, Series 2020 (Briarwood of Lafayette Project) (The “bonds”) in One or More Series and Approving and Authorizing Other Actions in Respect Thereto) by title only on first reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Mayor Roswarski spoke in support of the Project. Tyler Kalachnik, Ice Miller spoke regarding the bonding process. Colin Atkinson, Glick Management explained the renovation plan for the project. Ordinance 2020-09 passed 7- 0 on a roll vote on first reading. Resolutions: The Clerk read Resolution 2020-05 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement- Southwire Company LLC, Personal Property) by title only on first and final reading. Councilman Klinker the moved for passage, Councilman Heide seconded. Mayor Roswarski spoke regarding the resolution. Resolution 2020-05 passed 7-0 on a roll call vote on first and final reading. Councilman Brown moved to set a public hearing for Monday, April 6th at 6:31 pm, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. The Clerk read Resolution 2020-06 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-) by title only on first and final reading. Councilman Klinker the moved for passage, Councilman Heide seconded. Mayor Roswarski spoke in support of the resolution. Brittany Whitenack, owner of Antique Candle Works Inc. explained the plans for the new facility and the history of her company. Resolution 2020-06 passed 7-0 on a roll call vote on first and final reading. Councilman Brown moved to set a public hearing for Monday, April 6th at 6:32 pm, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski presented Certificates of Appreciation to Brandon Adams and Brian Hudspeth, Sanitation and Street Department employees for their courageous actions coming to the assistance of a citizen in extreme danger.
