MINUTES OF THE LAFAYETTE COMMON COUNCIL APRIL 6, 2020 REGULAR MEETING The Common Council of the City of Lafayette, Indiana met in regular session on Monday, April 6, 2020 at 6:30 p.m. in the City Hall Council Chambers, 20 North 6th Street, Lafayette, Indiana. President Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Reynolds, Brown, Weast-Williamson, Downing and Nargi Absent: Heide, Campbell and Ahlersmeyer City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Brown moved to recess for a public hearing on Resolution 2020-05 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Southwire Company LLC, Personal Property) and Resolution 2020-06 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Whitenack & Brothers, LLC, Real Estate) Councilwoman Weast-Williamson seconded. The Clerk noted no electronic public comment was received on either Resolution, no public comment was heard. Councilman Downing moved to reconvene the regular meeting, Councilman Reynolds seconded. Motion passed by unanimous voice vote. Councilman Klinker requested a moment of silence for Lafayette Water Works Superintendent Kerry Smith who passed away unexpectedly on Tuesday, March 31, 2020. Councilman Reynolds moved to approve the minutes of the March 2, 2020 council meeting, Councilman Klinker seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Water Works Department Monthly-February Renew Department Monthly- February Fleet Maintenance Monthly- February Lafayette Police Department Monthly-February Water Works Department 2019 Annual Report Parks and Recreation Department 2019 Annual Report Ordinances for Second Reading. The Clerk read Ordinance 2020-09 (A SPECIAL ORDINANCE Authorizing the City of Lafayette to Issue Up to $8,000,000 Bonds, Series 2020 (Briarwood of Lafayette Project) (The “bonds”) in One or More Series and Approving and Authorizing Other Actions in Respect Thereto) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Weast-Williamson seconded. Mayor Roswarski spoke in support of the project. Jacque Chosnek, Deputy Attorney informed council the owners of the project are looking into changing from a public sale to a private sale due to the volatility of the market. She also noted this would not change the ordinance but there would be some changes to the final paperwork for the bonds. Ordinance 2020-09 passed 5-0 on a roll vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2020-10 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from R2 to NBU-106 S 16th Street, Elliot Rose, LLC D/B/A Fuel Coffee Shop) by title only on first and final reading. Councilman Downing moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the ordinance. Ordinance 2020-10 passed 5-0 on a roll call vote on first and final reading. Resolutions: The Clerk read Resolution 2020-07 (A Reimbursement Resolution of the City of Lafayette, Indiana Declaring its Official Intent to Reimburse Expenditures for Costs Related to the Construction of the New Police Station and Public Parking Garage) by title only on first and final reading. Councilman Reynolds moved for passage, Councilman Brown seconded. Mayor Roswarski informed council this resolution allows the City to reimburse the city for costs incurred for the construction of the new Police Station and Public Parking Garage. Mayor Roswarski notified council that the city may or may not choose to reimburse themselves out of the bond proceeds. Resolution 2020-07 passed 5-0 on a roll call vote on first and final reading. The Clerk read Resolution 2020-08 (A Resolution Confirming the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement- Southwire Company LLC, Personal Property) by title only on first and final reading. Councilman Brown the moved for passage, Reynolds seconded. Mayor Roswarski spoke regarding the resolution. Resolution 2020-08 passed 5-0 on a roll call vote on first and final reading. The Clerk read Resolution 2020-09(A Resolution Confirming the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-) by title only on first and final reading. Councilman Downing the moved for passage, Councilwoman Weast- Williamson seconded. Mayor Roswarski spoke in support of the resolution. Mayor Roswarski also noted a scrivener’s error of the address on the Statement of Benefits Real Estate Improvements, the address is listed as 1161 Schuyler Avenue and it should read 1611 Schuyler Avenue. Resolution 2020-09 passed 5-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski reminded the Council of Governor Holcomb’s recent executive orders and asked all Councilmembers to encourage their constituents in abiding by the stay at home order. No Reports by the Council. No Miscellaneous or New Business. No Public Comment. Councilman Downing moved to adjourn, Councilman Reynolds seconded. Meeting was adjourned at 6:51 PM.
