MINUTES OF THE LAFAYETTE COMMON COUNCIL May 4, 2020 REGULAR MEETING Due to the COVID-19 pandemic, Governor Holcomb’s order to shelter-in-place beginning March 24, 2020. All government offices were closed to in-person public activity until further notice. All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, May 4, 2020 at 6:30 p.m President Nargi called the meeting to order at 6:30pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast- Williamson, Downing and Nargi City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Campbell moved to recess for a public hearing on Ordinance 2020-11 (An Ordinance to Vacate A Utility Easement in the City of Lafayette, Indiana) Councilman Brown seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-11. Councilwoman Ahlersmeyer moved to reconvene to the regular meeting, Councilman Downing seconded. Motion passed 8-0 on a roll call vote. Councilman Klinker moved to approve the minutes of the April 6, 2020 council meeting, Councilman Heide seconded. Motion passed 8-0 on a roll call vote. Councilman Reynolds moved for passage, Councilwoman Weast-Williamson seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-11. Kevin Riley, Attorney for the petitioner spoke regarding the ordinance. Ordinance 2020-11 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2020-12 (An Ordinance Amending Section 2.01.020(A) of the Lafayette Municipal Code to Change the Time of the Regular Common Council Meetings) by title only on first reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-12. Mayor Roswarski spoke regarding the ordinance. Councilman Klinker moved to set a public hearing for Ordinance 2020-13 on Monday, June 1, 2020 @ 6:31 pm. Councilman Heide seconded. Motion passed 8- 0 on a roll call vote. The Clerk read Ordinance 2020-14 (An Ordinance for Appropriation of Public Safety Local Income Tax Funds (Public Safety LIT) (Fund #2240)) by title only on first reading. Councilman Reynolds moved for passage, Councilwoman Weast- Williamson seconded. Mayor Roswarski spoke regarding the ordinance informing council the decision was made to use a portion of the city’s share to build a new police station and that process has begun with the hiring of an architectural firm, as well as an engineering firm. Mayor Roswarski also spoke regarding other planned uses of the LIT fund. The Clerk noted no electronic public comment was received on Ordinance 2020-14. Ordinance 2020-14 passed 8-0 on a roll call vote on first reading. Councilwoman Ahlersmeyer moved to set a public hearing for Ordinance 2020-14 on Monday, June 1, 2020 @ 6:32 pm. Councilman Brown seconded. Motion passed 8-0 on a roll call vote. Resolutions: The Clerk read Resolution 2020-10 (A Resolution to Amend the City of Lafayette Community Development Block Grant and The Lafayette Housing Consortium Home Program One Year Annual Action Plan for 2019) by title only on first and final reading. Councilman Campbell moved for passage, Councilman Brown seconded. Mayor Roswarski spoke to council regarding the amendment to Resolution 2020-10 that awarded the City of Lafayette $394,084 CDBG-CV funding through the Coronavirus Aid, Relief, and Economic Security (CARES) Act to assist the City with its response to the COVID-19 pandemic. The City will also add left over CDBG money to the fund in the amount of $5,916. Mayor Roswarski noted the city will to spend the funds by working with small businesses to apply for a forgivable loan program. The Mayor thanked Dennis Carson and Michelle Reynolds as well as their departments for putting this program together. There was a public comment period on the amendment, no public comment was heard since the April 25th. The Clerk noted she had an emailed question from Susan Schechter asking if the small business loan list would be published. The Mayor responded the city would be supplying the list to the media. No other electronic comment was received on Resolution 2020-10. Resolution 2020-10 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2020-11 (A Resolution to Approve the City of Lafayette Community Development Block Grant and the Lafayette Housing Consortium Home Program Annual Action Plan for 2020) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. The Clerk noted no electronic public comment was received on Resolution 2020- 11. Mayor Roswarski read into the record the following overview of Resolution 2020-11: Resolution 2020-11 – to approve the 2020 CDBG and HOME Program Annual Action Plan For the 2020 Program Year that starts July 1, 2020 Allocates CDBG grant - $669,906 plus prior year unused and program income – total $715,619 Allocates HOME grant of $840,168 plus prior year unused and program income – total $1,067,112 Approval includes reports and plans completed to support the Annual Action Plan: 2020-2024 Five Year Consolidated Plan 2020-2024 Analysis of Impediments to Fair Housing Citizen Participation Plan amended to reflect declared emergency events The 2020 Annual Action Plan and reports have been available for review since April 3, 2020 No comments about the plan and reports have been received No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski thanked the citizens of the community, the local businesses and local government. Educational agencies and a special shout out to the Lafayette School Corporation for getting meals out to the children. The Mayor reminded everyone to stay vigilant and continue to practice social distancing as we work to reopen the area.
