MINUTES OF THE LAFAYETTE COMMON COUNCIL June 1, 2020 REGULAR MEETING Due to the COVID-19 pandemic, Governor Holcomb’s order to shelter-in-place beginning March 24, 2020. All government offices were closed to in-person public activity until further notice. All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, June 1, 2020 at 6:30 pm President Nargi called the meeting to order at 6:30 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Weast-Williamson, Downing and Nargi City Clerk Cindy Murray and City Attorney Ed Chosnek were present Councilman Campbell moved to recess for a public hearing on Ordinance 2020-13 (An Ordinance for Appropriation of Local Option Highway User Tax Funds (County Wheel Tax)(Fund#2490) and Ordinance 2020-14 (An Ordinance for Appropriation of Public Safety Local Income Tax Funds (Public Safety LIT)(Fund#2240) Councilwoman Ahlersmeyer seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-13. The Clerk noted no electronic public comment was received on Ordinance 2020-14.Councilman Klinker moved to reconvene to the regular meeting, Councilman Heide seconded. Motion passed 8-0 on a roll call vote. Councilman Campbell moved to approve the minutes of the May 4, 2020 council meeting, Councilman Downing seconded. Motion passed 8-0 on a roll call vote. Cullen Cochran, Dentons Group Bond Council explained the bond process. Jason Semler, Baker Tilley Finance Consultant spoke regarding the financing of the project. Ordinance 2020-15 passed 8-0 on a roll call vote as follows on first reading. The Clerk read Ordinance 2020-16 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County to Rezone Certain Real Estate from R2 to NBU-723 N 13th Street, Thomas and Susan Riehle, Petitioner) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Ahlersmeyer seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-16. Councilman Campbell moved for passage, Councilman Downing seconded. Mayor Roswarski spoke regarding the resolution. Cullen Cochran, Dentons Group Bond Counsel spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2020- 12. Resolution 2020-12 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. Report by the Mayor: Mayor Roswarski updated the council regarding the Rally/Protests in downtown Lafayette on Sunday, May 31st and praised all of the county agencies involved in keeping the evening orderly and safe.
