MINUTES OF THE LAFAYETTE COMMON COUNCIL September 8, 2020 REGULAR MEETING Due to the COVID-19 pandemic, Governor Holcomb’s order to shelter-in-place beginning March 24, 2020. All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, September 8, 2020 at 6:00 pm President Nargi called the meeting to order at 6:00 pm The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Reynolds, Campbell, Brown, Ahlersmeyer, Downing and Nargi Absent: Heide City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Campbell moved to approve the minutes of the August 3, 2020 council meeting, Councilman Brown seconded. Motion passed 7-0 on a roll call vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-July Police Department Monthly- July Renew Department Monthly-July Water Works Department Monthly- July Ordinances for Second Reading: The Clerk read Ordinance 2020-24 (An Ordinance Amending Chapter 11.03-Alarm Systems) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Brown seconded. The Clerk noted no electronic public comment was received on Ordinance 2020-24. Ordinance 2020-24 passed 7-0on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2020-25 (An Ordinance To Amend the Zoning Ordinance of Tippecanoe County, Indiana-UZO #97) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Reynolds seconded. Jacque Chosnek, Deputy City Attorney spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-25. Ordinance 2020-25 passed 7-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2020-26 (An Ordinance For Lafayette Sewer 2020 Refunding Bond) by title only on first reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Ahlersmeyer seconded. Councilman Campbell moved to table Ordinance 2020-26 until time certain October 5, 2020, Councilman Downing seconded. Ordinance 2020-26 tabled until time certain October 5, 2020 7-0 on a roll call vote on first reading. The Clerk read Ordinance 2020-27 (An Amendment to Ordinance No 2010-11 Establishing A Local Ebershoff/914 S 10th Street Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Brown moved for passage, Councilman Campbell seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-27. Ordinance 2020-27 passed 7-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2020-18 (A Resolution of the Common Council of the City of Lafayette, Indiana, Authorizing the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank The Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters) by title only on first and final reading. Councilman Downing moved for passage, Councilman Klinker seconded. Tim Clary, Controller spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2020-18. Resolution 2020-18 passed 7-0 on a roll call vote on first and final reading. The Clerk read Resolution No. 2020-19 (A Resolution Ratifying and Approving the Sale and Development Agreement for the S 8th St Redevelopment Project) by title only on first and final reading. Councilman Reynolds moved for passage, Councilwoman Weast-Williamson seconded. The Clerk noted no electronic public comment was received on Resolution 2020-18. Dennis Carson spoke in support of the project. Jeff Rider, S Rider Construction gave a detailed presentation on the future development project. Mayor Roswarski spoke regarding the development of the area and the benefits to downtown living. Resolution 2020-18 passed 7-0 on roll call vote on first and final reading. No Report by the Mayor: Miscellaneous or New Business: Councilwoman Ahlersmeyer moved to set a public hearing for The City of Lafayette 2021 Budget and GLPTC Budget for Thursday, October 8th at 5:00 PM, Councilman Brown seconded. Motion passed 7-0 on a roll call vote. Reports by the Council: Councilman Downing expressed concern regarding speeding in several areas, Mayor Roswarski requested Councilman Downing contact his office and they will address it with the Police Traffic Division. No Public Comment. Councilman Campbell move to adjourned, Councilman Downing seconded.
