MINUTES OF THE LAFAYETTE COMMON COUNCIL
October 28, 2020
SPECIAL MEETING

The Common Council of the City of Lafayette, Indiana met in special session virtually via a Go
To Meeting on Wednesday, October 28, 2020 at 6:00 pm
President Nargi called the meeting to order at 6:00 pm
The Pledge of Allegiance was given to the flag of our Country.
Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Ahlersmeyer,
Downing and Nargi
City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present
Councilman Campbell moved to approve the minutes of the October 5, 2020 council meeting,
and the October 8, 2020 public hearing Councilman Heide seconded. Motion passed 8-0 on a roll
call vote.
Ordinances for Second Reading:
The Clerk read Ordinance 2020-28 (2021 GLPTC Budget-An Ordinance Appropriating Money
for the Greater Lafayette Public Transportation Corporation As Required Pursuant to Indiana
Code 6-1.1-17-20) by title only on second and final reading. Councilwoman Ahlersmeyer moved
for passage, Councilwoman Brown seconded. The Clerk noted no electronic public comment
was received on Ordinance 2020-28. Ordinance 2020-28 passed 8-0 on a roll call vote on second
and final reading.
The Clerk read Ordinance 2020-29 (2021 Budget Ordinance, An Ordinance Appropriating
Money for the Purpose of Defraying the Expenses of Several Departments of the City
Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1,
2021 and Ending December 31, 2021, Including the Outstanding Claims and Obligations
and Fixing a Time When the Same Shall Take Effect) by title only on second and final
reading. Councilman Reynolds moved for passage, Councilman Klinker seconded.
Councilwoman Weast-Williamson moved to amend Ordinance 2020-29 with an
amended exhibit, Councilwoman Ahlersmeyer seconded. The motion passed 8-0on a
roll call vote. Tim Clary, Controller spoke regarding the amendment which included a
$4.6 million cut to the original budget, for a final budget of $71,645,080. The Clerk noted
no electronic public comment was received on Ordinance 2020-29. Amended Ordinance
2020-29 passed 8-0 on a roll call vote on second and final reading.
The Clerk read Ordinance 2020-30 (An Ordinance Fixing the Salaries of the Appointed
Officers and Employees of the City of Lafayette, Indiana for the Year 2021, Excluding
the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire
Departments) by title only on second and final reading. Councilman Campbell moved for
passage, Councilman Brown seconded. Councilman Heide moved to amend Ordinance
2020-30 with a new exhibit A, Councilman Klinker seconded. Amendment passed 8-0
on a roll call vote. Mayor Roswarski spoke regarding the ordinance sharing that it would
include a 1% salary raise for civilian employees. The Mayor noted with the raise and the
insurance premium holiday from IACT no employee should go backwards with their pay.
The Clerk noted no electronic public comment was received on Ordinance 2020-30.
Amended Ordinance 2020-30 passed 8-0 a roll call vote on second and final reading.
The Clerk read amended Ordinance 2020-31 (An Amended Ordinance Fixing the Salaries
of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the
Police and Fire Departments of the City of Lafayette, Indiana, for the Year 2021) by title
only on first reading. Councilman Reynolds moved for passage, Councilwoman Weast-
Williamson seconded. Councilwoman Ahlersmeyer moved to amend Ordinance 2020-
31with new exhibits, Councilman Brown seconded. Amendment passed 8-0 on a roll call
vote. The Clerk noted no electronic public comment was received on Ordinance 2020-
31. Amended Amended Ordinance 2020-31 passed 8-0 a roll call vote on second and
final reading.
The Clerk read Ordinance 2020-32 (An Ordinance Fixing the Salaries of the Elected
Officials of the City of Lafayette, Indiana for the Year 2021) by title only on second and
final reading. Councilman Campbell moved for passage, Councilman Heide seconded.
This Ordinance reflects zero raise for elected officials The Clerk noted no electronic
public comment was received on Ordinance 2020-32. Ordinance 2020-32 passed 8-0 a
roll call vote on second and final reading.
There was No Public Comment.
Councilman Heide move to adjourned, Councilman Campbell seconded. Motion to adjourn the
meeting passed 8-0 on a roll call vote at 5:21 PM
