MINUTES OF THE LAFAYETTE COMMON COUNCIL November 2, 2020 REGULAR MEETING Due to the current COVID-19 pandemic, All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, November 2, 2020 at 6:00 pm President Nargi called the meeting to order at 6:00 pm The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Ahlersmeyer, Downing and Nargi City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Campbell moved to approve the minutes of the October 28, 2020 council meeting, Councilman Heide seconded. Motion passed 8-0 on a roll call vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-September Police Department Monthly-September Renew Department Monthly-September Water Works Department Monthly-September Economic Development Department and Redevelopment Commission Annual Report 2019 Ordinances for Second Reading: The Clerk read Ordinance 2020-35 (An Ordinance Approving A Lease Between the City of Lafayette Redevelopment Commission and the City of Lafayette Redevelopment Authority Relating to the Financing and Construction of the New Police State and Parking Garage Project, The Pledge of Public Safety Local Income Tax Revenues to the City of Lafayette Redevelopment Commission and the Transfer of Real Estate to the City of Lafayette Redevelopment Authority in Connection Therewith , and Repealing All Ordinances Inconsistent Therewith) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Dennis Otten, Bose McKinney gave a brief summarization of the project and financing which will not exceed Forty Five Million Dollars ($45,000,000). The Clerk noted no electronic public comment was received on Ordinance 2020-35. Ordinance 2020-35 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2020-36 (An Ordinance Concerning The Refunding by the City of Lafayette, Indiana of Certain of its Outstanding Sewage Work Revenue Bonds; Authorizing the Issuance of Sewage Works Refunding Revenue Bonds for Such Purpose: Providing for the Collection, Segregation And Distribution of the Revenue of the Sewage Works and The Safeguarding of the Interests of the Owners of Said Sewage Works Refunding Revenue Bonds; Other Matters Connected Therewith; And Repealing Ordinances Inconsistent Herewith) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. Dennis Otten, Bose McKinney advised the purpose of this ordinance is to generate debt service savings for the City of Lafayette. Landon Boehm, RW Baird spoke regarding market rates and how they affect the financing process. The Clerk noted no electronic public comment was received on Ordinance 2020-36. Ordinance 2020-36 passed 8-0 on a roll call vote on first reading. President Nargi requested Resolution 2020-20 be heard out of order on the agenda. Councilwoman Weast-Williamson moved to revise the agenda, Councilman Downing seconded. Motion passed 8-0 on a roll call vote. The Clerk read Resolution 2020-20 (A Resolution of the Common Council of the City of Lafayette, Indiana, Approving (1) Resolution No LRC-2020-12 Of the City of Lafayette Redevelopment Commission Which Amended the Economic Development Plan for the Consolidated Creasy/Central Economic Development Area and (2) The Order of the Area Plan Commission Of Tippecanoe County, Indiana Related Thereto) by title only on first and final reading. Councilman Brown moved for passage, Councilman Campbell seconded. Dennis Otten, Bose McKinney spoke informing council this resolution is to allow TIF district funds to assist in the financing of the New Public Safety Building and Community Garage. The Clerk noted no electronic public comment was received on Resolution 2020-20. Motion passed 8-0 on a roll call vote. The Clerks read Ordinance No 2020-37 (An Amendment to Ordinance No. 2010-11 Establishing A Local Centennial/420 N. 5th St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Brown moved for passage, Councilman Campbell seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-37. Ordinance 2020-37 passed 8-0 on a roll call vote on first reading. The Clerks read Ordinance No 2020-38 (An Amendment to Ordinance No. 2010-11 Establishing A Local Ellsworth/Howe Block Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Downing moved for passage, Councilman Heide seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-38. Ordinance 2020-38 passed 8-0 on a roll call vote on first reading. The Clerks read Ordinance No 2020-39 (An Amendment to Ordinance No. 2010-11 Establishing A Local St. Mary’s /1116 Columbia St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Klinker moved for passage, Councilwoman Weast-Williamson seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-39. Ordinance 2020- 39 passed 8-0 on a roll call vote on first reading. The Clerks read Ordinance No 2020-40 (An Amendment to Ordinance No. 2010-11 Establishing A Local St. Mary’s /1431 Columbia St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-40. Ordinance 2020-40 passed 8-0 on a roll call vote on first reading. The Clerks read Ordinance No 2020-41 (An Amendment to Ordinance No. 2010-11 Establishing A Local St. Mary’s /1501 Main St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Campbell moved for passage, Councilman Downing seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-41. Ordinance 2020-41 passed 8- 0 on a roll call vote on first reading. The Clerks read Ordinance No 2020-42 (An Amendment to Ordinance No. 2010-11 Establishing A Local St. Mary’s /Upper Columbia St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Heide moved for passage, Councilman Klinker seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-42. Ordinance 2020-42 passed 8- 0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2020-21 (A Resolution of the 2021 Common Council Calendar of Meetings) by title only on first and final reading. Councilwoman Weast-Williamson moved for passage, Councilwoman Ahlersmeyer seconded. The Clerk noted no electronic public comment was received on Resolution 2020-21. Report by the Mayor: Mayor Roswarski announced the city will be holding public informational meetings regarding the new Public Safety Building and Parking Garage. No Miscellaneous or New Business.
