MINUTES OF THE LAFAYETTE COMMON COUNCIL December 7, 2020 REGULAR MEETING Due to the current COVID-19 pandemic, All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, December 7, 2020 at 6:00 pm President Nargi called the meeting to order at 6:00 pm The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Ahlersmeyer, Downing and Nargi City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Campbell moved to approve the minutes of the November 2, 2020 council meeting, Councilman Brown seconded. Motion passed 8-0 on a roll call vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-October Police Department Monthly-October Renew Department Monthly-October Water Works Department Monthly-October Ordinances for Second Reading: The Clerk read Ordinance 2020-36 (An Ordinance Concerning The Refunding by the City of Lafayette, Indiana of Certain of its Outstanding Sewage Work Revenue Bonds; Authorizing the Issuance of Sewage Works Refunding Revenue Bonds for Such Purpose: Providing for the Collection, Segregation And Distribution of the Revenue of the Sewage Works and The Safeguarding of the Interests of the Owners of Said Sewage Works Refunding Revenue Bonds; Other Matters Connected Therewith; And Repealing Ordinances Inconsistent Herewith) by title only on second and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Dennis Otten, Bose McKinney advised the purpose of this ordinance is to generate debt service savings for the City of Lafayette. The Clerk noted no electronic public comment was received on Ordinance 2020-36. Ordinance 2020-36 passed 8-0 on a roll call vote on second and final reading. The Clerk’s noted there was no electronic public comment received for Ordinances 2020-37 thru Ordinance 2020-42, except for the following letter: Dear Madam President and Members of the Council: I wish to convey Indiana Landmarks’ support of Ordinance 2020-37 thru 2020-42, which are before you this evening second reading. Indiana Landmarks remains a staunch advocate of local historic district designation as one of the most effective tools for protecting a community’s irreplaceable landmarks and bolstering their long-term preservation. It’s extremely encouraging to see the concerted effort being made by the preservation community and the Lafayette Historic Preservation Commission to protect the unique historic character of the Lafayette community. I commend both the property owners who are voluntarily requesting local designation and the Historic Preservation Commission for favorable recommendations. I also thank you for your commitment to preservation through the consideration and, hopefully, approval of the ordinances. Ordinance No. 2020-43 passed 8-0 on a roll call vote on first and final reading. The Clerk noted no electronic public comment was received on Ordinance 2020-44.Councilman Campbell moved to table Ordinance 2020- 44 until time certain Monday, January 11, 2021, Councilman Heide seconded. Councilman Klinker moved for passage, Councilman Heide seconded. Mayor Roswarski spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2020-22. The Clerk read Resolution 2020-23 (A Resolution of the Common Council of the City of Lafayette, Indiana, Approving (1) Resolution No. LRC-2020-14 Of the City of Lafayette Redevelopment Commission, Which Amended the Economic Development Plan for McCarty Economic Development Area, and (2) The Order of the Area Plan Commission of Tippecanoe County, Indiana Related Thereto) by title only on first and final reading.
