MINUTES OF THE LAFAYETTE COMMON COUNCIL January 11, 2021 REGULAR MEETING Due to the current COVID-19 pandemic, All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, January 11, 2021 at 6:00 pm President Nargi called the meeting to order at 6:00 pm The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Ahlersmeyer, Downing and Nargi City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Downing moved to nominate Councilwoman Weast-Williamson as President of the Common Council for the year 2021, Councilman Heide seconded. The motion passed 8-0 on a roll call vote. Thereafter, Councilwoman Weast-Williamson presided over the meeting. Councilman Downing moved to nominate Councilman Brown as President Pro-Tem for the year 2021, Councilman Heide seconded. The motion passed 8-0 on a roll call vote. Councilman Campbell moved to approve the minutes of the December 7, 2020 council meeting, Councilman Brown seconded. Motion passed 8-0 on a roll call vote. There were no Disposal of Claims, Petitions or Communications: The Clerk stated the following reports are available in the City Clerk’s Office: Fleet Maintenance Department Monthly-November Police Department Monthly- November Renew Department Monthly- November October Water Works Department Monthly- November Ordinances for Second Reading: The Clerk read Ordinance 2020-44 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from GB to I3-600 Elston Road, Jetboy, LLC-Petitioner) by title only on second and final reading. Ordinance was tabled at the December 7, 2020 meeting. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Tyler Ochs, attorney for the petitioner spoke regarding the ordinance. Dan Gillis, petitioner spoke regarding planned use. Council discussion ensued. The Clerk noted no electronic public comment was received on Ordinance 2020-44. Ordinance 2020-44 failed 4-5 on a roll call vote as follows on second and final reading. Ayes: Klinker, Nargi, Ahlersmeyer and Downing Nays: Heide, Reynolds, Campbell, Brown and Weast-Williamson The Clerk read Ordinance No 2020-48 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Upper Main Street Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilwoman Campbell moved for passage, Councilman Reynolds seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-48. Ordinance 2020-48 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance No 2020-49 (An Amendment to Ordinance No. 2010-11 Establishing A Local St. Mary’s/1327 Columbia St. Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Klinker seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2020-49. Ordinance 2020-49 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance 2021-01 (An Ordinance Amending Amended Ordinance 2020-31, An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2021) on first reading. Councilman Klinker moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2021-01. Ordinance 2021-01 passed 8-0 on a roll call vote on first reading. Resolutions: The Clerk read Resolution 2021-01 (A Resolution Approving an Agreement between City of Lafayette and Lafayette Police Department Sworn Police Officers of Lafayette Arman Lodge #49, Fraternal Order of Police. by title only on first and final reading. Councilman Klinker moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2021-01. Resolution 2021-01 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2021-02 (A Resolution Approving the Detail of the 2021 Water and Renew (Wastewater) Department Budgets). by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Downing seconded. Tim Clary, Controller spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2021-02. Resolution 2021-02 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2021-03 (A Resolution to Amend the City of Lafayette Community Development Block Grant and the Lafayette Housing Consortium Home Program One Year Annual Action Plan for 2019 by title only on first and final reading. Councilman Reynolds moved for passage, Councilman Downing seconded. Michelle Reynolds, Director Lafayette Housing Authority spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution 2021-03. Resolution 2021-03 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees.
