MINUTES OF THE LAFAYETTE COMMON COUNCIL March 1, 2021 REGULAR MEETING Due to the current COVID-19 pandemic, All essential meetings are being conducted virtually, conference calls & online streaming (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session virtually via a Go To Meeting on Monday, March 1, 2021 at 6:00 pm President Weast-Williamson called the meeting to order at 6:00 pm The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Reynolds, Campbell, Brown, Weast-Williamson, Ahlersmeyer, Nargi and Downing (arrived at 6:15pm) City Clerk Cindy Murray and Deputy City Attorney Jacque Chosnek were present Councilman Klinker moved to approve the minutes of the February 1, 2021 council meeting, Councilwoman Nargi seconded. Motion passed 7-0 on a roll call vote. Councilman Campbell moved for passage, Councilwoman Ahlersmeyer seconded. John Collier, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance 2021-04. Ordinance 2021-04 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance No 2021-05 (An Amendment to Ordinance No. 2010-11 Establishing A Local Highland Park, 816 S 9th Street. Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilman Campbell moved for passage, Councilwoman Ahlersmeyer seconded. Councilman Reynolds moved for passage, Councilman Downing seconded. Margy Deverall, Economic Development spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance No. 2021-10. Ordinance No. 2021-10 passed 8-0 on a roll call vote on first reading The Clerk read Ordinance 2021-11 (An Ordinance Approving An Amendment to Lease Between the City of Lafayette Redevelopment Commission and the City of Lafayette Redevelopment Authority Relating to The Financing and Construction of A New Police Station and Parking Garage Project, and Approving Other Matters Related Thereto) by title only on first reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Mayor Roswarski spoke regarding the Ordinance, noting the increased funding was due to changes needed for the project. The Clerk noted no electronic public comment was received on Ordinance 2021-11. Ordinance 2021-11 passed 8-0 on a roll call vote on first reading. Councilman Campbell moved to suspend the rules and hear Ordinance 2021-11 for second and final reading. Councilman Reynolds seconded. Motion passed 8-0 on a roll call vote. Councilwoman Ahlersmeyer moved for passage, Councilman Downing seconded. Heather James, Ice Miller spoke regarding the bond process. Jason Semler, Baker Tilley spoke regarding the bond financing. Andy Gutwein, Developer/Owner spoke regarding the project and gave a brief slide presentation. Mayor Roswarski spoke in support of the project. The Clerk noted no electronic public comment was received on Ordinance No 2021-12. Ordinance No 2021-12 passed 8-0 on a roll call vote on first reading. The Clerk read Ordinance 2021-13 (An Ordinance To Vacate A Portion of the Public Right-of- Way in the City of Lafayette, Indiana-Colfax Street) by title only on first reading. Councilman Brown moved for passage, Councilman Heide seconded. Ryan Munden, attorney for the petitioner spoke regarding the ordinance. The Clerk noted no electronic public comment was received on Ordinance No 2021-13. Ordinance No 2021-13 passed 8-0 on a roll call vote on first reading. Councilman Campbell moved to set a public hearing on Ordinance 2021-13 on Monday, April 5, 2021 @ 6:01pm, Councilman Brown seconded. Motion passed 8-0 on a roll call vote. Resolutions: The Clerk read Resolution No. 2021-04 (A Resolution to Amend the City of Block Grant and the Lafayette Housing Consortium Home Program One Year Annual Action Plan for 2019) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Klinker seconded. Valerie Oakley, Project Manager, Lafayette Housing Authority spoke regarding the resolution. The Clerk noted no electronic public comment was received on Resolution No. 2021- 04. Resolution No. 2021-04 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution No. 2021-05 (A Resolution Declaring the Designation of Certain Real Estate as and Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-Mulhaupts, Inc.-Personal Property) by title only on first and final reading. Councilman Downing moved for passage, Councilman Heide seconded. Mike Gibson, Owner of Mulhaupt’s spoke regarding the plan relocate from downtown Lafayette to a new facility at 526 N. Earl Avenue. The Clerk noted no electronic public comment was received on Resolution No. 2021-05. Resolution No. 2021-05 passed 8-0 on a roll call vote on first and final reading. Councilman Downing moved to set a public hearing on Monday, April 5, 2021 @ 6:02 pm, Councilman Klinker seconded. Motion passed 8-0 on a roll call vote. The Clerk read Resolution No. 2021-06 (A Resolution of the Lafayette Common Council Approving An Amending Declaratory Resolution and Plan of the Redevelopment Commission and Order of the Tippecanoe Area Plan Commission) by title only on first and final reading. Councilman Heide moved for passage, Councilman Klinker seconded. Heather James, Ice Miller informed the council this resolution is to include the 631 Main Street Project Development Plan in the Economic Development Consolidated Creasy Central Economic Development Area. The Clerk noted no electronic public comment was received on Resolution No. 2021-06. Resolution No. 2021-06 passed 8-0 on a roll call vote on first and final reading.
