MINUTES OF THE LAFAYETTE COMMON COUNCIL November 1, 2021 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, November 1, 2021 at 6:00 pm. President Weast-Williamson called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Heide, Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Downing and Weast-Williamson Absent: Campbell, 1st Deputy Clerk Mindy Miller Riehle and City Attorney Jacque Chosnek were present. There were no Disposal of Claims, Petitions or Communications: The 1st Deputy Clerk stated the following reports are available in the City Clerk’s Office: Police Department Monthly-September Water Works Department Monthly-September Renew Department Monthly-September Fleet Maintenance Monthly-September There are No Ordinances for Second Reading. Ordinances for First Reading: The 1st Deputy Clerk read Ordinance No. 2021-58 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Ninth Street Hill Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Klinker moved for passage, Councilman Heide seconded. John Collier, Assistant Economic Development Director, spoke regarding the ordinance. Ordinance No. 2021- 58 passed 7-0 on a roll call vote on first reading. The 1st Deputy Clerk read Ordinance No. 2021-59 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Centennial/Trinity Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. John Collier, Assistant Economic Development Director, spoke regarding the ordinance. Mr. Collier also noted Methodist was dropped from the name of the district due to the inclusion of many different churches. Ordinance No. 2021-59 passed 7-0 on a roll call vote on first reading. The 1st Deputy Clerk read Ordinance No. 2021-60 (An Amendment to Ordinance No. 2010-11 Establishing A Local Perrin/316 Tinkler St. Historic District in the City of Lafayette, Indiana) by title only on first reading. Councilman Downing moved for passage, Councilwoman Ahlersmeyer seconded. John Collier, Assistant Economic Development Director, spoke regarding the ordinance. Ordinance No. 2021-60 passed 7-0 on a roll call vote on first reading. The 1st Deputy Clerk read Ordinance No. 2021-61 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, To Rezone Certain Real Estate from CB to PDCC-East Side of S. 4th Street Between Romig and Alabama Streets, Brownstone Development, Petitioner) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Chris Shelmon, Attorney for the petitioner spoke regarding the ordinance. Ordinance No. 2021-61 passed 7-0 on a roll call vote on second and final reading. The 1st Deputy Clerk read Ordinance No. 2021-62 (An Ordinance to Amend Ordinance 2021-54-An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2022) by title only on first reading. Councilman Reynolds moved for passage, Councilman Brown seconded. Jacque Chosnek, City Attorney reported this amendment was due to a scrivener’s error in the original ordinance 2021-54 regarding clothing allowance. Ordinance No. 2021-62 passed 7-0 on a roll call vote on first reading. The 1st Deputy Clerk read Ordinance No. 2021-63 (An Ordinance for Additional Appropriation of Local Road and Street Fund (Fund #2020) and General Fund (Fund #1010) and For Appropriation Reduction of General Fund (Fund #1010) by title only on first reading. Councilwoman Ahlersmeyer moved for passage, Councilman Downing seconded. Mayor Roswarski informed council the purpose of the funding changes includes additional paving of several streets and salary for a temporary employee to assist the Mayor’s Office. Ordinance No. 2021-63 passed 7-0 on a roll call vote on first reading. Resolutions: The 1st Deputy Clerk read Resolution 2021-30 (A Resolution Approving the 2022 Common Council Calendar of Meetings) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Jacque Chosnek spoke regarding the resolution. Resolution No. 2021-30 passed 7-0 on a roll call vote on first and final reading. The 1st Deputy Clerk read Resolution 2021-31 (A Resolution Ratifying and Approving the First Amendment to Sale and Development Agreement for The S. 8th St. Redevelopment Project) by title only on first and final reading. Councilwoman Nargi moved for passage, Councilman Reynolds seconded. Dennis Carson, Economic Development Director spoke regarding the resolution. Resolution No. 2021-31 passed 7-0 on a roll call vote on first and final reading. The 1st Deputy Clerk read Resolution 2021-32 (A Resolution Approving A Agreement Between the City of Lafayette, Indiana and City of Lafayette Employee Alliance (Representing Water Works, Lafayette Renew, Street, Sanitation and Fleet Maintenance Employees) by title only on first and final reading. Councilman Reynolds moved for passage, Councilman Downing seconded. Mayor Roswarski spoke regarding the resolution. Resolution 2021-32 passed 7-0 on a roll call vote on first and final reading. The 1st Deputy Clerk read Resolution No. 2021-33 (A Resolution of the Common Council of the City of Lafayette, Indiana Approving An Amendment and Restated Lease Between the Lafayette Redevelopment Authority and the Lafayette Redevelopment Commission, Authorizing the Issuance of Bonds By the Lafayette Redevelopment Authority and Other Matters Related Thereto (Consolidated Creasy/Central Economic Development Area Project) by title only on first and final reading. Councilman Klinker moved for passage, Councilman Heide seconded. Scott Frissel, Bond Counsel with Krieg Devault spoke about the refunding and reissuance of Bonds. Resolution No. 2021-33 passed 7-0 on a roll call vote on first and final reading. The 1st Deputy Clerk read Resolution No. 2021-34 (A Resolution Approving Big 4 Trail Master Plan) by title only on first and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. Margy Deverall, Economic Development Planner spoke regarding the resolution. Resolution No. 2021-34 passed 7-0 on a roll call vote on first and final reading. The 1st Deputy Clerk read Resolution 2021-35 (A Resolution Adopting Provisions for Indiana Code § 5- 23) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Brown seconded. Mayor Roswarski spoke regarding the resolution and a new method of financing available to the city. Resolution No. 2021-35 passed 7-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski announced the retirement of Councilman At-Large Lon Heide and thanked him for his 18 years of dedicated service to the citzens of Lafayette. Councilman Heide’s last official date in office will be November 15, 2021. Miscellaneous or New Business: Margy Deverall gave a brief update of the Greater Lafayette Climate Action Plan Leadership Committee. No Reports by the Council. Public Comment: Margy Deverall, Economic Development spoke briefly regarding wall art on the Street Department building. The painting is the first in the US done by the artist “Cobre” and she is hoping we can find a way to preserve the wall when the Street Department leaves that site.
