MINUTES OF THE LAFAYETTE COMMON COUNCIL December 6, 2021 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, December 6, 2021 at 6:00 pm. President Weast-Williamson called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Nargi, Snyder, Reynolds, Campbell, Brown, Ahlersmeyer, Downing and Weast- Williamson President Weast-Williamson welcomed Councilman Steve Snyder-Council At-Large who is replacing retired Councilman Lon Heide. City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilman Reynolds moved to recess for a public hearing on Ordinance No. 2021-63 (An Ordinance for Additional Appropriation of Local Road and Street Fund (Fund #2020) and General Fund (Fund #1010) and For Appropriation Reduction of General Fund (Fund #1010), Councilman Brown seconded. There was no public comment. Councilman Klinker moved to reconvene the regular meeting, Councilwoman Ahlersmeyer seconded. Motion passed by unanimous voice vote. Councilman Campbell moved to approve the minutes of the October 21, 2021 Special Meeting and the November 1, 2021 Regular Meeting, Councilman Brown seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications: The City Clerk stated the following reports are available in the City Clerk’s Office: Police Department Monthly-October Water Works Department Monthly-October Renew Department Monthly-October Fleet Maintenance Monthly-October Ordinances for Second Reading: The Clerk read Ordinance No. 2021-58 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Ninth Street Hill Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. John Collier, Assistant Economic Development Director, spoke regarding the ordinance. Ordinance No. 2021-58 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance No. 2021-59 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Centennial/Trinity Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilman Brown moved for passage, Councilwoman Ahlersmeyer seconded. John Collier Assistant Economic Development Director, spoke regarding the ordinance. Ordinance No. 2021-59 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance No. 2021-60 (An Amendment to Ordinance No. 2010-11 Establishing A Local Perrin/316 Tinkler St. Historic District in the City of Lafayette, Indiana) by title only on second and final reading. Councilman Klinker moved for passage, Councilwoman Nargi seconded. John Collier, Assistant Economic Development Director, spoke regarding the ordinance. Ordinance No. 2021-60 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance No. 2021-62 (An Ordinance to Amend Ordinance 2021-54-An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana for the Year 2022) by title only on second and final reading. Councilman Campbell moved for passage, Councilman Reynolds seconded. Jacque Chosnek, City Attorney reported this amendment was due to a scrivener’s error in the original ordinance 2021-54 regarding clothing allowance. Ordinance No. 2021-62 passed 8-0 on a roll call vote on second and final reading. The Clerk read Ordinance No. 2021-63 (An Ordinance for Additional Appropriation of Local Road and Street Fund (Fund #2020) and General Fund (Fund #1010) and For Appropriation Reduction of General Fund (Fund #1010) by title only on second and final reading. Councilman Campbell moved for passage, Councilwoman Ahlersmeyer seconded. Mayor Roswarski informed council the purpose of the funding changes includes additional paving of several streets and salary for a temporary employee to assist the Mayor’s Office. Mayor Roswarski also thanked the men and women of the Street Department for assisting with the street paving. Ordinance No. 2021-63 passed 8-0 on a roll call vote on second and final reading. Ordinances for First Reading: The Clerk read Ordinance No. 2021-64 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from R1B to GB-Tippecanoe County Fairgrounds and the Former YMCA Property-Board of Commissioners of Tippecanoe County, Petitioners) by title only on first reading. Councilman Campbell moved for passage, Councilman Klinker seconded. Tom Murtaugh, Tippecanoe County Commissioner spoke regarding the ordinance. Ordinance No. 2021-64 passed 8-0 on a roll call vote on second first and final reading. Resolutions: The Clerk read Resolution 2021-36 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA)-Real Estate, Subaru of Indiana Automotive Inc.) by title only on first and final reading. Councilwoman Ahlersmeyer moved for passage, Councilman Downing seconded. Dennis Carson spoke regarding the resolution. Rachel Hazaray, Deputy General Counsel, SIA explained the new warehouse project. Resolution 2021-36 passed 8-0 on a roll call vote on first and final reading. Citizens Pearl Speakman and Gary Shephard commented regarding employment at SIA. Scott Walker, Director Greater Lafayette Commerce spoke in support of the project and SIA’s commitment to the community. The Clerk read Resolution 2021-37 (A Resolution Approving an Interlocal Cooperation Agreement Between the City of Lafayette, Indiana and Perry Township Tippecanoe County, Indiana for Emergency And Fire Protection Services) by title only on first and final reading. Councilman Downing moved for passage, Councilman Reynolds seconded. Richard Doyle, Fire Chief spoke regarding the agreement and the area the Fire Department will be covering. Resolution No. 2021-37 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees. No Reports of Special Committees. Report by the Mayor: Mayor Roswarski thanked Chief Doyle for his efforts on the agreement with Perry Township. The Mayor also thanked the Council for working together to bring progress to the City with the many new projects and approving the SIA Resolution tonight. Mayor Roswarski announced tonight would be for final City Council meeting for Councilman Ron Campbell, after 50 years of service Councilman Campbell has chosen to retire. On behalf of the City, the Mayor thanked him for his service, noting the many changes he has been involved with in his 50 years on the Council including Railroad Relocation, Caterpillar, SIA, GE, Nanshan, Loeb Stadium and improvement to the Parks. Cindy Murray, City Clerk thanked Councilman Campbell for his years of service and the council for all their hard work this year, announcing the Council has passed one hundred and one ordinances and resolutions for 2021. No Miscellaneous or New Business. No Reports by the Council. Public Comment: Pearl Speakman, 923 S. 22nd Street spoke regarding recent issues with LPD. Councilman Campbell move to adjourned, Councilman Klinker seconded. Motion passed. Meeting adjourned at 6:36 PM.
