MINUTES OF THE LAFAYETTE COMMON COUNCIL October 20, 2022 SPECIAL MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in special session Thursday, October 20, 2022 at 5:00 pm. In the Common Council Chamber at 20. N 6th Street. President Brown called the meeting to order at 6:00 pm. The Pledge of Allegiance was given to the flag of our Country. Present: Klinker, Nargi, Snyder, Hession Weiss, Ahlersmeyer, Weast-Williamson, Downing and Brown. Absent: Reynolds City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilmember Klinker moved to approve the minutes of the October 3, 2022 regular council meeting and the October 6, 2022 public hearing. Councilmember Nargi seconded. Motion passed by unanimous voice vote. Ordinances for Second Reading: The Clerk read Ordinance 2022-34 (2023 GLPTC Budget-An Ordinance Appropriating Money for the Greater Lafayette Public Transportation Corporation As Required Pursuant to Indiana Code 6-1.1-17-20) by title only on second and final reading. Councilmember Hession Weiss moved for passage, Councilmember Ahlersmeyer seconded. Joanne Zhang, CFO CityBus, spoke regarding several line items that will affect their 2023 budget. Ordinance 2022-34 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2022-35 (2023 Budget Ordinance-An Ordinance Appropriating Money for the Purpose of Defraying the Expenses of Several Departments of the City Government of the City of Lafayette, Indiana for the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023, Including the Outstanding Claims and Obligations and Fixing A Time When the Same Shall Take Effect) by title only on first reading. Councilmember Klinker moved for passage, Councilmember Nargi seconded. Mayor Roswarski gave a brief presentation of the 2023 Budget. Included in this year’s budget will be a 5% raise for civilian employees.. Police and Fire employees will be getting a 3% raise which is 1% above their contract rate. A new Indiana State law allows an increase for police and fire for certain years of service. The Mayor spoke regarding the plans for individual departments that will increase and decrease their budgets. Jeremy Diehl, Controller presented an amended exhibit to Ordinance 2022-35 with cuts totaling $3,001,609. Mr. Diehl explained the areas of increase and decrease by departments. Councilmember Klinker moved to replace exhibit with new exhibit dated 10/20/2022, Councilmember Hession Weiss seconded. Amendment passed 7-0 on a roll call vote. Councilmember Hession Weiss moved for passage of ordinance 2022-35 as amended, Councilmember Snyder seconded. Ordinance 2022- 35 as amended passed 7-0 on a roll call vote on second and final reading. . The Clerk read Ordinance 2022-36 (An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, for the Year 2023, Excluding the Sworn Protective Occupation and Law Enforcement of the Police and Fire Departments.) by title only on second and final reading. Councilmember Ahlersmeyer moved for passage, Councilmember Downing seconded. Mayor Roswarski noted these employees will be getting a 5% raise. Ordinance 2022-36 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2022-37 (An Ordinance Fixing the Salaries of the Sworn Protective Occupation and Law Enforcement (POLE) Members of the Police and Fire Departments of the City of Lafayette, Indiana, for the Year 2023) by title only on second and final reading. Councilmember Hession Weiss moved for passage, Councilmember Weast-Williamson seconded. The Mayor noted these employees will be getting a 3% raise which is a percent higher than their negotiated contract. Ordinance 2022-37 passed 7-0 on a roll call vote on second and final reading. The Clerk read Ordinance 2022-38 (An Ordinance Fixing the Salaries of the Elected Officials of the Elected Officials of the City of Lafayette for the Year 2023) by title only on second and final reading. Councilmember Ahlersmeyer moved for passage, Councilmember Weast-Williamson seconded. Mayor Roswarski noted this includes a 5% raise for elected officials. Ordinance 2022-38 passed 7-0 on a roll call vote on second and final reading. Resolutions: The Clerk read Resolution 2022-24 (A Resolution of the Common Council of the City of Lafayette, Indiana, Authorizing the Participation of said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank, The Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters by title only on first and final reading. Councilmember Nargi moved for passage, Councilmember Klinker seconded. Mr. Diehl explained this resolution authorizes Lafayette to participate in the Motor Fuel Budgeting Program. Resolution 2022-23 passed 7-0 on a roll call vote on first and final reading. No Public Comment. Councilmember Klinker move to adjourn. Councilmember Snyder seconded. Meeting adjourned at 7:20 PM.
